KIND ATTENTION: - ALL the Joint Secretaries and Vice Presidents of All India Body, AIACEGEO
In Continuation to my quite good numbers of  mails on the subject issue, I would like to draw
kind attention of all the Joint Secretaries and Vice Presidents of All India
Body, AIACEGEO reiterating my views on the issue for a better understanding
without keeping any scope for ambiguity of the issue.
 I would like to put the matter with my own understanding in a tabular form as under:-

2Whether the position of our those members who have been promoted to Superintendents from LDC, UDC, STA, TA has been thought of in the issue of so called “Zonal disparity”?NO
3Whether the identification of those members who is likely to lose their present senior position to a junior one , if any,  has been identified to seek their consent before even discussing on the issue of so called “Zonal disparity”?  NO
4Whether the settled issue in view of the Judgment and order as pointed out by our President in his mail has been taken note of before taking up the issue of so called “Zonal disparity”? NO
5Whether the aggrieved member in the light of Sl No 3 & 4 above is barred from seeking justice if he loses his legitimate position in the present seniority list?   NO
6As for example, in Shillong Zone our brother Inspectors are worst sufferers who are yet to get their first Promotion even after completion of service for more than 25 years. So are the cases of the Superintendents who are yet to get their 2nd promotion at the verge of their superannuation after completion of more than 18-20 years of service as Superintendent.
All of them will be benefitted imminently only by way promotion of senior most Superintendents to AC as the same will give cascading effect in the downstream in favour of most acutely stagnating inspectors of the country.
Whether the position of the above mentioned worst sufferers was thought of before taking up the issue of so called “Zonal disparity”? NO


7Whether the issue of so called “Zonal disparity” is of so emergent exigency that the same is required to be raised without taking the above said pertinent points in spite of the fact that the issue was addressed with adopting of resolution in AEC, Patna in details only very recently in presence of all of us including those who are the exponents of so called “Zonal disparity” issue?   NO

I am very hopeful that we will be keeping our tradition of healthy discussion on any issue with positive attitude while vehemently opposing any move to bulldoze /circumvent.
The point wise reply including logical opposing of my stand is most earnestly welcome from all, but most specifically from the all the members of All India Body, AIACEGEO, being the portfolio –holders. I shall humbly try to draw inference (Col-4) on the issue on receipt of the feedback from the members of All India Body, AIACEGEO.

REQUEST FOR YOUR CONSENT FOR THE PROMISED MEETING. Dear Comrade,            In continuation to our mail dated 29.06.2013, we have not received any communication in respect of holding of meeting either by the AIB or as proposed by CESA, Mumbai regarding regional imbalances and disparities.
            However, series of mails and expert opinions are seen in the web-site. In the Patna meeting, the decision was deferred and it was concluded that the units will examine the issue amongst their members and will prepare their submission in the forthcoming meeting. The meeting is overdue now.
            Recently, a new office premise has been acquired at Gurgaon and inaugurated by the Chairman and Member (P&V) has also accompanied her. I am enclosing the photographs where the presence of local office bearers of any cadre is not visible. It is a matter of pride to acquire a new premise and a matter of concern when we are harping on to improve the working conditions, none from the cadre or from the Staff Association was present there to acknowledge it.
            The issue of regional disparity is an internal issue and can be settled amongst ourselves first, to a logical conclusion, provided there is a will and cadre interest above from all other interests.
            It reminds me the story of ‘Thirsty Crow’ that in the summer, a crow was thirsty and was flying here and there in search of water to quench its thirst. After making several efforts, he found a pot where little water was inside. He applied his mind because it was not possible to take water by putting his beak inside the pot. He found some pebbles lying near the pot and crow put them into the pot and the water level came up enough to get water and he quenched his thirst and flew away with satisfaction. The said story ends there as we all know. But our story is not complete here, though the situation is same. The crow with happiness flew some distance and realised that he had made some mistake. He came back to the pot again and put a big stone on the mouth of the pot. The pot was broken and little remaining water spilled away. The crow was dam happy that now there is no water in the pot and no other crow will apply its mind to quench the thirst as all the water drained away. Story is similar like this those who have already promoted by any methods or means, don’t want to give room/space for others and take them together as united cadre.
            Regarding methods, Board is the supreme and can alter / amend to suit our requirements by holding a Board Meeting on the said issue and the matter can be sorted out, if represented by us properly. When the Board can attempt in vain to impose its supremacy as appeared from their letter F. No. 23020/1/2013 – Ad. III A dated 23.05.2013, where in it even dared to review/ask for the views and to examine the decision of even Honourable Supreme Court, in the case of Civil Appeal NO.7514 – 7515 of 2005 in case of UOI & Ors VS. N. R. Parmar & Ors without any fear of contempt or respect to the apex court. Therefore, the instant issue can also be sorted out because the Board is competent to set right the issue. I am enclosing the said communication which is eye-catching and as well as to give inputs who wants to gag others justified voice in the name of Supreme Court.
            Dear Comrade, Albert Einstein has rightly said – “You have to learn the rules of the game. And then, you have to play better than anyone else.”
If anything is unfair than the affected party definitely will adapt the Einstein Method, which no one can say claim to be improper or illegal, because it was assured in the August House in the AEC at Patna to hold the meeting to resolve the issues. If no meeting was held then the local units cannot be blamed if they act otherwise and it cannot be claimed that the decisions are democratic as the decision is not adhered to.
Further, in the pretext of Constitution or several old instructions, no one can restrain  others that they do not have any right to represent because the Constitution provide uniformity to one and all, especially when their interests are not been represented and safeguarded despite bringing time and again. It is mentioned in the various mails thousands are retiring. This can’t be an excuse in the pretext to gain sympathy of thousands who are retiring to ignore the remaining several thousands interests, who equally have right to get promoted. More over the said issue no way hurt the interests of the seniors in any way. Recently, Amitabh Thakur, an IPS officer of UP cadre filed against his own Association as injustice done to him.
            Hence once again it is requested, to hold a meeting as per Patna AEC meeting to resolve the issue in consonance with our demand of parity before the CR takes it final shape.
