Query regarding collection of funds by some officer/s to regularise ad-hoc promotions by retrospective implementation of RRs

Namaste, Friends.
I am getting regular calls about a message given by some of our officer/s (perhaps namely Sh. S. K. Patil & associates) asking for collection of Rs. 10,000/- or more regarding regularisation of the ad-hoc promotions of Asstt. Commissioner since 1997 with retrospective effect applying the current recruitment rules. I am being asked about the actual position of the issue by our officers.
Friends, without questioning or doubting the intention of our above said officer, it is to clarify that the issue relates to the writ filed by the Association to amend Recruitment Rules granting parity in promotions to our officers with the intra-organisational counterparts. This writ was disposed-off by the Hon’ble Supreme Court with the order to amend recruitment rules for just and fair representation of each category and abide all ad-hoc promotions by the final decision to be taken by the Department in terms of this order.
Accordingly, the CBIC amended the recruitment rules by changing the ratio to 13:2:1 with prospective effect. The matter was being pursued by the Association but some of our officers including Sh. S. K. Patil went to the Hon’ble Supreme Court unilaterally without consulting the Association and the Hon’ble Court dismissed the contempt saying that they never said to implement the amended recruitment rules with retrospective effect closing this chapter for ever. So, friends, I am unable to understand what the officer/s collecting the money has/have in his/their mind/s even after the strict denial of the retrospective implementation of the recruitment rules by the Apex Court.
However, the Association challenged the amended recruitment rules in the Principal Bench of CAT in Delhi vide OA 2323/12 seeking parity in promotions with the intra-organisational counterparts. The Hon’ble CAT directed the CBIC to amend the recruitment rules accordingly within four months. But nothing was done on the part of the CBIC even on the expiry of more than one year and four months. Accordingly, an execution petition was filed in the CAT. Now, I am really surprised without doubting the intention of the collector/s of money why this execution petition, a ripen case, not being pursued by the collector/s of the money due to the reasons known only to him/them instead of pursuing an issue which the Apex Court has already closed in strict terms.
However, if the collector/s of money is/are successful to do something good to the cadre, it is always welcomed.
