1. That should be the spirit. Salute to Sureshji.

A format poster for agitation is, however, attached herewith as per our
notice. Any issue left as per the notice may be supplemented in the
Memorandum to be sent to the FM at an appropriate time. One more notice
will
also be sent to him confirming that our members “WOULD” submit their
resignations (mass resignations) on 30.04.13 as it was mentioned in the
earlier
notice that our members “MAY” submit mass resignations on 30.04.13.
3. Some of us may be cautious/apprehensive on the
issue of the submission of mass resignations due to their own
circumstances/ideology. For that, we have to understand without any
apprehension that-
i) The resignation even of a single
officer is never accepted under protest.
ii) The question of acceptance of mass
resignation under protest never arises.
iii) We always have the opportunity to
withdraw our resignation within 90 days even after its acceptance. No need to
say that it can also be withdrawn anytime before its acceptance.
iv) However, it is better not to be in
such a job which is only “INSULTSOME” in the name of career prospects.
A common self explanatory format of
resignation for all is attached herewith to get the same signed by the members
and to be collected & submitted to the concerned authority under proper receipt by the
Units.

As we all know, this is the time of
action if we really want some changes in our career prospects. If we are
unable
to give the due message to our authorities by our united efforts,
nothing can
be done for us and even the almighty God would do nothing for us. We
also know
that not only our all office bearers (unit level as well as zonal) but
also our members ARE & SHOULD BE very well capable to mobilise
& motivate each other to observe the programme of agitation. We all
have to
understand and get each other understood very well that the God also
helps only
those who want to help themselves. All
the units & zonal office bearers are, therefore, requested to be
more
active and go among the members of their area for proper interaction
&
communication. PERSONAL INTERACTION & COMMUNICATION WITH THE MEMBERS
HAVING MEETINGS WITH THEM IN EVERY OFFICE IS THE MOST IMPORTANT MEASURE
TO MAKE THE PROGRAMME SUCCESSFUL. All of the units, which are still
waiting for service of notice to their local authorities, ARE ONCE AGAIN
REQUESTED TO SERVE THE NOTICE.
5. All, particularly recruited prior to
1990 (around 1985, 86, 87 & before it), should remember that SSC had been
issuing two results in those times-one for zonal level & another for all India
level. The Inspectors were being placed on top and the Examiners at bottom in
all India combined result. Not only it, the Inspectors of Central Excise were also
being mentioned on top and Examiners at bottom in the advertisement for
recruitment as per their importance like IAS is mentioned on top of the ICS
recruitment advertisement. All are requested to make efforts to provide the
copies of all India result (mentioning the merit list of CE Inspector, PO &
Examiner all) as well as the advertisement of that time to AIB. IT IS VERY IMPORTANT
IN RELATION OF CAT CASE.
6. A letter regarding clarification on
MACPS was issued by the government perhaps two years ago saying that any
clarification on MACPS would not be issued by/without approval of an officers
lower than the Joint Secretary. If anybody possesses the same, kindly forward
to AIB. IT IS VERY IMPORTANT IN RELATION OF OFFSET CASE.
7. The correspondence made with the
authorities after service of notice to the FM is also attached herewith.
