The submission of mass resignations by all Superintendents on 30.04.13
is going to be an historic one. While appreciating your decision to join agitation
under the banner of JAC, it will be in the fitness of things if we can bring about
a united action of Inspectors and Superintendents of Central Excise by joining
the strike action for immediate approval of CR proposals of CBEC and
introduction of In-situ scheme etc..It is therefore requested to explore the
possibility of AICEIA supporting the strike action of AIACEGEO.It is known
to all that our Executive Committee had adopted one resolution to the effect
that - "we have no objection in joining with JAC provided our Carter of
demands must be included in the charter of demands of JAC and there
must not be any demand of JAC which contradicts our charter
of demands". As regards, CR proposals of CBEC we have
demanded for early approval of CR without any cut, whereas
the JAC has demanded for supply of CR report to submit fresh
representation. We are having a feeling that by asking the report, the
CR proposals may be delayed. Since this particular demand contradicts
our demand, we have decided for not to join in JAC. Without joining JAC ,
we have served one notice upon the FM for observance of protest week,
boycott Excise Day, wear black badges during 24.02.13 to 01.03.13 ,
lunch hours demonstrations on 01.03.13 and submission of mass resignations
etc. etc. No doubt these are mild agitations, but after getting such notice
Member(P&V) called us for discussions
and in course of discussions she asked us futher time to examine our grievances
and also requested for not to conduct agitation. But we refused to accept
any suggestion to cancell or deffer our agitational programme .
We have stated that at any cost we will observe the agitation as per
the scheduled and will submit mass resignations on 30.04.13
under protest. CBEC took it very seriously. This is the golden chance with us.
If we will not avail such opportunity then we have to forget about any CR.
If CR will not be approved within 5 months , then we have to forget the CR for 5 years because if election notice will be issued, then cabinet will not approve the CR and new Govt
will not consider for approval of CR immediate after taking over the charges.
This situation is to do or die.You can change your world by changing your
words. Remember death and life are in the power of the tongue.
In the hopes of reaching the moon men fail to see the flowers that
blossom at their feet.At the present circumstances ,only I can appeal to
all to forget all the past differences and join with us openly without any
pre condition to make the agitation a grand success.We don't have any
objection to form one Gr-B Federation. But the purpose
of forming of such Federation should be for certain common issues and
causes , which should be identified first. If common issues or causes
are identified, then automatically Gr-B Federation can be formed.
At present we are having two common causes/ issues i.e. immediate
approval of CR without any cut and introduction of in situ scheme.
The Gr-B Federation can be formed immediately to solve the above
both the issues. If all will agree for the same then we can call a
meeting amongst the Presidents and SGs of both the Associations
during March 2013. One adhoc committee can be formed.
Both the SGs should be Joint Conveners,the President of AICEIA
can be Organised Secretary and the President of AICEGEO
can be the Chairman of such adhoc committee.
The adhoc committee can frame the Constitution of the Federation.
I assure you that we will be together in the struggles for achieving our
just demands under the banner of Gr-B federation.
