1. Thanks to all to make the programme a great success with all out united efforts. Whatever message we have given to the concerned authorities, we have now to maintain the same by submitting our resignations on 30.04.13. It was the only notice of resignation which forced the FM to have a meeting on cadre restructuring on 10.01.13 with the RS and CBEC. As being listened, the RS has replied the queries of the FM in very positive and emphatic manner. The format for resignation is once again attached herewith which is to be collected by the unit office bearers from the members well in advance after being duly filled-in and signed for submition to the concerned authority on 30.04.13. For this exercise, the unit office bearers as well as zonal office bearers will have to make "person to person" contact with the members which may require sufficient time particularly in big Commissionerates. If any member is having any apprehension, we have to get him understood that the conditional/under protest resignation is never accepted. Moreover, we have the opportunity to withdraw the resignation before its acceptance and also within 3 months even after its acceptance. However, it is better to leave a job having zero career prospects.
2. Associate Committee meeting is scheduled to be held on 16.03.13 to review the programme. The intention behind review is to make the programme more intensive before submission of resignation letters or even after it during the notice period in accordance of the time available for efficient observance of the step/s meant for intensification of programme. We have not to be complacent, if we really want some changes in our career prospects. We have to forget individual ideologies/methodologies and think only to make the programme "all success" with all united efforts. Now, there should arise no question of deferring or withdrawing the programme of resignation as it will only give the negative message and the pressure will be nullified. It can be considered (in the expected AEC meeting to be convened by our Patna Unit anytime after April,13) only if something substantial happens in r/o our careers.

4. The message from a few units is not so promoting. Such units are again requested to observe the forthcoming programme in full-fledged manner. If there is any problem, the zonal/all India office bearers may be called to visit such places. One of the reasons of weakness at such places may be not holding of due elections and as a result, the de-function of the unit. Such units are requested to hold the elections on immediate basis to form new effective body.
5. The modalities to form a combined forum and also observe combined programme in common interest will also be discussed separately by AIB office bearers with the AIB office bearers of Inspectors Assn on 16.03.13, if the office bearers of Inspectors Assn feel it convenient to come as per our invitation. Their confirmation is, however, awaited.
