The things
were made to get understood to the concerned authorities in CBEC and now
they are going to delete the names of retired/deceased officers from
the list circulated by them for the purpose of DPC for the post of AC.
Actually, problem was started when the issue of ad hocism was brought to
the
UPSC by someone. As a result, UPSC was adamant not to allow any further
ad hoc
promotions. Last year, the matter was hectically taken up with UPSC by
the Association and they
agreed for ad hoc promotions on the condition of following the procedure
of
regular DPC (this condition was, however, not correct for ad hoc
promotions). However, the names of retired/deceased officers are also to
be considered to
conduct regular DPC as per DOPT guidelines but the provisions of
extended panel
are also to be implemented alongwith preparing the panel in advance for
the concerned year, if procedure of regular DPC is followed. However,
UPSC involvement is no way
required for the grant of ad hoc promotions.
Anyway,
the names of retired/deceased officers are being deleted from the list
now and DPC is being conducted for 149 vacancies in toto including the
year 2013-14 also as told by them. These vacancies include Customs as
well as reserved officers belonging to SC/ST category. The number of
vacancies shown on their disposition list perhaps are not correct as it
also includes the vacancies meant for more than 200 SEZ's out of which
only a few are operative.
