The index rose by two points and stood at 237. On 1-month percentage change, it increased by 0.85 per cent between June and July compared with 0.94 per cent between the same two months a year ago.With this we have 8 of the 12 indices required for the DA calculation, we can expect that the dearness allowance will be hiked by 10% from January 2014.
During October, 2013 a court case is likely to be filed  by certain individuals  for enhancement of retirement age of all govt. employees  at par with teachers and scientists.

The Principal CAT [OA 904/2012 dt. 26-11-2012], Delhi and the Punjab & Haryana High Court [CWP No. 19387 of 2011 (O&M) Date of Decision: 19.10.2011] have held that MACP is to be granted on promotional hierarchy and not on next higher Grade Pay as per the 6th Pay Commission Recommendation and as accepted by Govt.of India. The SLP filed by Union of India against the P&H decision was dismissed by the Supreme Court [CC 7467/2013]. Both the decisions are  land mark decisions  and these  should be implemented. As per the decisions under MACP scheme  an  Inspector of Central Excise having GP-4600 in PB-2  should get GP 4800 in PB-2 ( such  GP  is related to Supdt. grade of the promotional  hierarchy) as first up gradation, then  GP-5400 in PB-3 (such GP is  related to AC grade of the promotional    hierarchy) as 2nd upgradation, & finally   GP-7600    in  P-3 ( such GP is related to JC  grade  of  the promotional  hierarchy) as 3rd up gradation. ( GP-5400 in PB-2 and GP 6600 in PB-3 are nothing but time scales and not related to promotional  hierarchy, The CAT Chennai has already decided that GP 6600 in PB-3 is a time scale and this grade pay   is to  be granted  automatically on completion of 4years in GP 5400 in PB-3.  The D/O Expenditure vide notification dated 30.08.2008 had clarified that   GP 5400 in PB-2 is a time scale and the same  is to be granted to Supdt. Of Central Excise etc  on completion of 4 years of service).  Now it is being  settled  that the granting of  three upgradations as envised in  MACP circular is related to granting of  3  higher grade pays (finanacial  upgradations   )with reference to 3 promotional hiearchical posts only. Therefore in October a final decision will be taken on such issue.  Further on completion of 2 years  in GP-7600 in PB-3, one can be granted super time sacle of GP 8900 in PB-4.
