PREPARATION FOR IMPLEMENTATION OF CADRE RESTRUCTURING WITH ADEQUATE INFRASTRUCTURE..

Every one of our Department is aware that the approval of CR proposals of CBEC is at present in advance stage. With much difficulty our Association has pressurized the CBEC for approval of more nos. of AC posts for removal of stagnation as existed in our cadres. Though the total nos. of Gr-A posts to be sanctioned will not solve our stagnation issue, however in some extent it can help most of our senior officers to induct in Gr-A at their fag end of service career. Many of us worked day and night and used our personal contracts for approval of CR. We consider approval of such huge nos. of Gr-A post is an achievement of our members. DG/HRD/CBEC VIDE F.NO. 8/B/154/HRD(HRM)/2013 DATED 03.09.2013 has interalia informed that the revised proposal for cadre restructuring and reorganisation of the field formations under the CBEC  is under advanced stage of approval. Therefore DGHRD under the above said letter has also requested all CCs to send the draft notifications for the reorganised set up along with jurisdictional map. It has been also further requested to all CCs for the following:
In addition, to implement the proposal, as and when approved by Union Cabinet, following steps are also required to be taken-
1. Projection of the requirements of office space and related infrastructure for the reorganised field formations. (Since acquiring of land and construction of new buildings for accommodating new formations may not be possible immediately, proposals for renting the office space and the cost involved therein may kindly be included in the revised budgetary estimates and sent to the I&W Wing of this Directorate) by 20th September,2013.
2. Updation of APARs/ACRs of the officers and staff under their respective charges are updated for conducting DPCs at short notice for promotions to various grades.
Very surprisingly , no action has been initiated by any zone so far on the basis of the above said important letter of DG/HRD. Therefore I,  request to  all office bearers of AIACEGEO to pursue the matter for early appropriate action with reference to above said letters of DG/HRD.    All the Unit Secretaries are requested to prepare a road-map in advance for the implementation of CR and related infrastructure and place the same before authority for acceptance  so that in future there will not be any problem relating to infrastructure.
Friends, during the last CR, we all were busy with Court Cases and we could not give much importance to  the provision of  adequate  infrastructure for which we all suffered a lot. Hence at least at this time we should not  forget about such important issue. We should urge the authority at this time to take   appropriate action to make proper Budgetary provisions for taking Building on rent with appropriate space, purchase of adequate furniture, computers, air conditioners etc . and immediate postings on compassionate grounds, engagement of data entry operators on contractual  basis  etc etc.
