The Supreme Court in their judgement dated 24.03.83 in Civil Appeal No. 2954-55 & 2956-57 of 1980- Y.V.Rangniah and others vs. J. Sreenivasa Rao & others held that the vacancies are governed by the RRs in force as on the date of occurrence of vacancies and that the vacancies which occurred prior to the amended rules would be governed by the old rules and not by the amended rules.
