Subject: Reduction of promotion


Dear friends,
Namaste.
 It is reiterated that nothing has ever been easy for us. We have to work extraordinarily hard
 to get  due career prospects. Our own authorities have always been planning the things in the
 manner  that we should not be promoted even to the JTS group A post. Despite of all odds, the
 Association was able to bring historic number of posts at group A entry level. The most
 surprising thing is that our own authorites are worried about those direct IRS officers who
 have even not taken birth but they are least interested about the career prospects of their
own existing actual workforce of Superintendents & Inspectors. Rather, they have always
been working against the interest of Superintendents & Inspectors which is the only reason
 that we are toady unable to enter even to the lowest level of group A whereas our officers
 had reached even the level of Member of CBEC in the remote past as also admitted by their
 own outgoing Chairman of CBEC in one of the meetings. Presently, other counterparts of
 ours are easily attaining the PB4 levels while we are forced to retire merely on PB2 post.
Firstly in immediate recent time, they inserted the lines in the cadre restructuring notification
 that the officers promoted to group A JTS would have no right for further promotions 
despite of stating that the extant RR’s would be applicable for filling-up of the temporary
 posts. It is very clear in the extant RR’s that these would be equally applicable to the
 long term temporary as well as regular posts. It means that the officers promoted against
 these temporary posts should have each & every right for further promotion.
Secondly in immediate recent time, they are planning to introduce the examination for half 
of the promotional posts (half of 50% = 25%) in the RR’s in the name of the implementation
 of the recommendations of IInd Administrative Reforms Commission. It means that 50% posts
 will be reserved for direct IRS, 25% for promotion through examination and only 25% for
 pure promotions at group A entry level. Instead of increasing the promotion quota, they 
are trying to reduce it. They don’t want to follow the good things for us but only intend to
 damage our career by their every step. Some of the good things which could be followed by
 them are reduction of direct quota to 25% (already in postal services) or even less, direct
 promotion of our officers to STS like at many other places, promotional hierarchy of our
 officers like CPWD (4600/- to 6600/- to 8700/- or even better despite of direct group A
 entry into 5400/-), attainment of PB4 levels for our officers like in remote past & like many
 others in present time etc. etc. They are reducing the pure promotion quota to 25% despite
of a proposal for 25% posts for direct IRS, 25% for promotion through examination and
 50% for pure promotions being approved by their own Member (P&V) in the recent
past. For their own, they have created 80000/- scale, Apex, HAG+, HAG etc. without any
 justification while they are not ready to give us even 5400/-.
So friends, we all have to be all united against this all. All the members, units & office
 bearers are requested to be well prepared even on a short notice for any “effective & 
united action” in the interest of the cadre by TAN (physical action), MAN (dedication)
 and DHAN (dues & funds). All are also requested to suggest the immediate measures
to be taken against their damaging move of reducing pure promotion quota to 25%. Kindly
 send immediate suggestions to counter their move of reducing pure promotional quota
 to 25% with the substantiating provisions, if any. Promotional quota through examination
 should be shared only with direct quota as already approved by the then Member (P&V). 
If it is shared with pure promotional quota, it will be impracticable for the officers to compete
the examination at their fag end of the career. Any promotion through examination may be 
any use, only if it is able to promote our officers to group A at least within 10 years of initial service.
