Dear friends,
Namaste.
Our
President has already congratulated all the office bearers and members
to observe Satyagraha. In Delhi, roses were presented to all Chief
Commissioners & Commissioners with the “congrats & wishing”
message. The same were also presented to the Chairperson and Members of
the CBEC. We don’t know
whether it would be sufficient to open their eyes or not. Certainly
not, there eyes will only be opened by all united & strong
programme. I hope that the today programme would have been observed at
every place and next programmes would also be observed with all united
spirit. I have regularly been repeating that only a strong & united
programme is the only key of redressal of our grievances whether bigger
ones or little ones.
We
today congratulated & wished them for 9 promotions in career and
also the Membership/Chairpersonship of any Authority/Commission/Tribunal
after retirement. We are not demanding the same for us. We are
demanding only minimum 5 functional promotions and parity (functional or
even non-functional) not only with our
intra-organisational & intra-departmental but also with
inter-departmental counterparts. Very unfortunately; they (our own
authorities) are not interested to give us parity even with our
counterparts, they are rather committed to limit us within the post of
Superintendent forcing us to work under our intra-organisational juniors
of Customs belonging to same cadre. If, at least, this disparity with
intra-organisational counterparts is removed by the process of parity,
we will not only be forced to work under our extreme juniors but the
regional disparities shall also be removed. The Association has already
submitted the draft RR’s on the lines of merger of three categories at
group B non-gazetted as well as gazetted level and prescribing the
qualifying service after merger on the basis of combined seniority as
Inspector+Superintendents in strict consonance of latest DOPT guidelines
with next promotion of gazetted level to STS and grant of
respective grade on completion of one & half times of qualifying
service. With whatever limited resources available with the Association,
it has now been ascertained that thousands of of our officers will at
least become Asstt. Commissioner who were forced to retire as
Superintendent only but our ultimate aim is the entry of our officer
into PB4.
All are again requested to daily see the mails as well as cengoindia.blogspot.in.
Our Mishraji has already been loading various informations on the
blogspot. All the units are once again requested to clear their dues and
donate maximum funds to the Association. All the members are also
requested to ascertain the deduction of their Association subscription
and also donate maximum funds to the Association as per
convenience. The account (savings) number of the Association in the

All
the members, office bearers and units are also once again requested to
be well prepared and ready for next step of the agitational programme
which may in the form of gathering before the residences of authorities.
Many of us start to think about the conduct rules on the name of any
agitation. We have to understand that we can never observe a successful
& effective programme, if are afraid of conduct rules. So, be well
prepared without any fear. We can achieve our
aim only by observing the all united, strong & effective programme
throughout India. That will be the actual congratulations to our office
bearers and members.
