Despite
our repeated appeals, not a single legitimate demand of our Association has
been settled by Central Board of Excise and Customs till date hence the
members of our Association are in deep anguish and totally disappointment over
such attitude of CBEC. Nearly Ten thousands Central
Excise Superintendents took part in the Satyagrah during lunch hours on
12th& 13th February, 2014 and again all Superintendents of Central Excise
observed Satyagrah on 24.02.2014(The Central Excise Day) by presenting roses along with a written presentation to all Cadre
Controlling Authorities throughout India
to highlight for settlement of the genuine demands of the Association. Again
the Stayagrah will be continued as per the following programee till all our
demands are being settled by CBEC.
i) Before the residence of the Member (P&V) of CBEC on 09.03.14.ii) Before the residence of the Chairperson of CBEC on16.03.14.iii) Before the residence of the Revenue Secretary on 22.03.14.The above programmes will be observed by the Delhi Central Excise Zone officers.At the other Central Excise Zones, the officers will gather before the residence of respective Commissioner/Chief Commissioner. As next steps; the programmes will be observed before the residences of the Minister of State (Revenue) and Finance Minister.
CERTAIN
IMPORTANT DEMANDS OF OUR ASSOCIATION:
1.
Immediate fixation of date to conduct DPC to grant promotions to
the grade of Asst. Commissioner against existing vacancies for the year 2013-14
as well as posts created in CR-2013 of CBEC and posts to be lying vacant during
2014-15 on account of promotions and retirement etc..2.
Immediate implementation of CR-2013 of CBEC and creation of new
establishments as per reports submitted by different study groups relating to
CR of CBEC in consultation with our Association.3.
Immediate merger of base cadres as well as feeder cadres and
preparation of All India seniority lists in base cadres as well as feeder
cadres to remove intra cadre and inter cadre disparity in promotions.4.
Immediate introduction of flexible promotional scheme such as
in-situ scheme or separate service or time bound promotional scheme to enable
one Inspector to retire in PB-4 like our other counter parts of CBDT & CSS etc.5.
Immediate removal of anomalies on Pay/ MACP/ Time scale etc.
6.
Immediate relaxation of Gr-A Recruitment Rules to provide 100%
promotions against posts created in CR-2013 of CBEC and 100% promotions to
Superintendents against temporary posts created in CR-2013 of CBEC.7.
Immediate regularization
of adhoc promotions pending since 1997 on the basis of order dated 03.08.2011
of Honourable Supreme Court of India and revised ratio as fixed in new Gr-A
Recruitment Rules.
All the members of our
Association are requested to take part in the Satyagrah as per the programme as
stated above and make the Styagrah a grand success.
