Minutes of the meeting/interaction of Chairperson, CBEC held on
04.03.2014 with the representatives of the All India Association of Central
Excise Gazetted Executive Officers
Representatives of the All India Association of Central Excise Gazette
Officers called upon the Chairperson CBEC. They congratulated the Chairperson
on her elevation as the Chairperson CBEC. They also presented some concerns of
their members before the Chairperson.

Following issues were discussed.
1.
Immediate
implementation of cadre restructuring and scheme to improve the career prospects of Central Excise
Superintendents/Inspectors independent of cadre restructuring to retire them in
PB-4 after getting at least five functional
promotions.
The Chairperson informed the association members that the work
related to cadre restructuring is being implemented in the right earnest and
all efforts are underway for speedy implementation of the cadre restructuring.
This is likely to improve the career prospects of all Central Excise
Superintendents and Inspectors. Chairperson also informed the members that she
has already asked the chief Commissioners to complete the APAR status of all
officers and also requested the association members to take up the issue at
their level also in individual offices for timely completion and compilation of
APAR’s
2. Next
promotion of Central Excise Superintendent in STS like many other group ‘B’
gazetted officers and non-functional
time scale in PB3 instead of PB2 to Superintendents
after 4 years of service.
It
was agreed that the association will submit a copy of the detailed
representation to DGHRD. DGHRD will examine the issue in detail and if found
that the same has merits, ministry can consider forwarding the same DOPT for
further action.
3.
A pay scale equivalent
to the Grade Pay of Rs. 5400/- in PB3 to the Superintendent of Central Excise
w.e.f. the date of the grant of the same to the counterparts of IB, CBI etc.
alongwith other perks as being granted to the analogous counterparts of IB
& CBI and implementation of the CBEC circular issued vide F. No.
A-26017/44/94-Ad II(A) Dt. 08.03.95 regarding arrears
of pay.
This is an issue to be examined by the ministry in detail.
4. Fulfilment of the commitments made during the
presentation on cadre restructuring on 18.01.11and seniority benefit on
promotion to group ‘A’ in lieu of the service rendered in group ‘B’.
This issue will be taken up after implementation of
cadre restructuring.
5. Promoting all Superintendents
completing 1.5 times of qualifying service on the lines of CSS and regularisation of ad hoc promotions based on
the rules existing on the date of regularisation.
This issue will be taken up after implementation of
cadre restructuring.
6.
Stop victimization of
office bearers & members of Association, posting of Association
functionaries at administrative/Association Hqrs office and holding of regular meetings
under Employee Grievance Redressal Mechanism.
Reminder can be issued advising all formations to hold regular
JCM’s.
7. Undoing
of the MACP irregularities and counting
of regular service as per F. No. A/60/13/RTI/2006-Ad.IIIB Dt. 26.05.06
of CBEC.
It
was agreed that the association will forward a detailed write up on this issue
to DGHRD for further examination.
8. Merger of group ‘B’ Executive non-gazetted as
well as gazetted categories under CBEC into one and parity between the officers of headquarters
organisations & field offices.

9.
Conversion of temporary posts of Asstt.
Commissioner to regular/permanent keeping the same intact for promotee officers
forever and deletion of the clause in cadre
restructuring notification that the officers promoted against these posts would
not be entitled for further promotion.
This
issue will be taken up only after one year of implementation of cadre
restructuring
10. Time
scale after every 7 years to the officers after joining the job as Inspector
and no senior of Central
Excise should work under the junior of Customs or CSS.
This issue is linked to pint no 2 for
which a view has already been expressed above.
11.
Minimal (like maximum upto 25%) direct recruitment of group A as also in the Indian Postal
Service and share of promotion in group A meant for Central Excise to be kept
intact to prevent its distribution among the officers of Customs.
This is not possible under the extant scheme and the association
members agreed to withdraw this point.
12.
Batch to batch Non Functional Upgradation to the
Central Excise executive officers at par with the best common entry
counterparts like CSS etc. and qualifying
service/residency period in accordance of DOPT OM No. AB-14017/61/2008-Estt.(RR)
dt. 24.03.09.
This
position can be reviewed after one year of the implementation of the cadre
restructuring. Meanwhile reference is being made to DOPT.
13.
Operation of vacant
STS & above posts on account of want of eligible officers at JTS level and
creation of reserve pool posts.
This
position can be reviewed after one year of the implementation of the cadre
restructuring.
14. Filling-up of all newly created/vacant posts alongwith
vacancies to be cascaded downwards on account of promotions at higher levels in
one go only by promotions like last cadre restructuring and filling-up of all posts of Asstt.
Commissioner first from the Central Excise Superintendents only till all of
Central Excise Superintendents of 2002 enter group A like Appraisers.
Members were informed that the
cadre restructuring can be implemented within the terms and conditions of the approval given by the cabinet.
