74/2014 of the CBEC.
Madam,
Kindly refer to the subject-mentioned order issued vide F. No.
A-32012/11/2013-Ad.II Dt. 31.03.14 promoting only 110 officers to the post of
Asstt. Commissioner.
2. It is submitted with due regards that it
was being listened about the DPC to be conducted for 149 vacancies for the year
2012-13. But the orders have been issued only for 110
officers instead of 149.
3. It is further submitted that the provisions
of the extended panel were also to be applied to give the benefit of promotion
to the serving officers in lieu of the retired ones considered for DPC. It is, therefore, required to be ascertained why the
promotion order has not been issued for the total number vacancies figuring to
149 and how many serving officers have been promoted under the provisions of
extended panel. It is also immediately required to conduct the DPC’s for the
panel years of 2013-14 & 2014-15 as well as the vacancies of cadre
restructuring. As per the provisions, the DPC for the panel year 2013-14 should
have been conducted in January, 13 and for 2014-15 in January, 14. Our officers
kept retiring without the rare of the rarest IInd promotion due to this delay
with no fault of them. So, it is also the time to ascertain what the reasons
are and who is responsible for this terrible delay.
4. In view of the above, it is
very much requested to-
i) immediately fill-up the remaining
vacancies,
ii) immediately promote the serving
officers under the provisions of extended panel in lieu of the retired ones
considered for DPC,
iii) immediately conduct the DPC for the
panel years of 2013-14 & 2014-15 as well as the vacancies of cadre
restructuring.
iv) ascertain what the reasons are and who
is responsible for initiating delayed process for DPC’s.
