Subject- Direct representations/Joint representations and representations from local units of various Associations on different issues-regarding.
Sir,
I am directed to state that the question whether Government servants could submit joint representations in matters of common interst and if so whether these representations should be entertained by Government was examined by the DOP&T in consultation with MHA and it was held that making of joint representations by Govt. servants should be viewed as subversive of discipline and such representations should not, therefore, be entertained. Every Govt. servant making representation should do so separately and in his own name.
2. It has been observed for quite some time that there has been an increasing tendency of sending direct representations/joint representations by the employees and representations by local units of various Associations on different issues resulting in repetitive references on the same subject, mostly with incomplete facts and details. This is also not conducive to redressal of the issues/grievances made out.
3. The matter has been examined in the Board and it has been decided that every Govt. servant making a representation should do so separately and in his own name and should be routed through the respective cadre controlling zonal office. Any representation from local units of various recognised associations should be routed through the headquarters of the respective association. The representations received otherwise will not be entertained in the Board.
4. All the cadre controlling authorities are, therefore requested to bring these to the notice of all concerned.
5. Kindly acknowledge the receipt of this letter.
