COMRADES BE READY TO START AGITATION.

As per the DOPT guidelines, it is mandatory to conduct Cadre Restructuring in each and every 5 years block. But CBEC does not implement such guidelines in conducting CR for its field formations. The last CR was approved during 2001, hence it was required on the part of CBEC to conduct one CR within 2006, but the CR due during 2006 was approved during December 2013 and notification of such approval of CR was issued on 18.12.13.   But it is very unfortunate that till date neither the posts have been allotted to different field formations nor a proposal has been sent to UPSC to conduct DPC . Every month at least 100 Nos. of  our members are retiring without getting their second promotion.  There appears to be no sincere effort by  the CBEC(Central Board of Excise & Customs) so far to implement the CR -2013 approved during December, 2013. The Chief Commissioners are not responding to the DO letters of Chairperson and Member(P&V) of CBEC in submitting dossiers of  APRs/ACRs and vigilance clearances for submission of proposal to UPSC to conduct DPC. Though DOPT guidelines have prescribed to initiate stringent action against the officials responsible to delay the DPC, however CBEC is totally afraid of in initiating action against the negligent officials who are responsible to delay the DPC. It appears that the administration machinery in CBEC has been totally broken down.  Great framers of the Constitution of India while framing the Article 309 were under a wrong impression & expected that the top Bureaucrats in free India would be unlike the Colonial Bureaucrats but unfortunately , the attitude of the Bureaucrats, in general, has not changed even now. Instead of showing due respect to the Rule of Law & Justice and also instead of being loyal and faithful to the President of India and the Constitution of India, they act in an awfully irresponsibly manner and unbecoming attitude of the Union of India. Now a  desperate attempt will be  made  to approach the new Government  to provide justice as per Rule of Law and the Constitution of India. Besides the issue highlighted above, there are other aspects to be looked into like discrimination in the prospects of promotions to officers joining at different levels in the Service Hierarchy that the Bureaucrats take away all the benefits for themselves depriving other lower Cadres of their legitimate rights and interests and Social status. In a Democracy, the legislature works with the commitment and motive “Maximum good of maximum People”. But  Bureaucrats of CBEC work with the motive “all the good for self, self ego & power”. Therefore, it is all the more necessary and important that we should approach the new Govt. to direct CBEC to restore and protect the Rule of Law, Justice and the Honour & Dignity of the Govt. of India and Constitution of India.                        

New Central Government under the leadership of Hon’ble Prime Minister Shri. Narendra Modi has taken charge with a clear majority in the Lok Sabha election.  People of the country  have voted for a change.  To highlights our grievance before the new Govt. now we have to start a mild agitation. Without agitation it is very difficult to get justice from  the Bureaucrats of CBEC. Therefore friends be ready to join in agitation when a call is to be given by Secretary General .
