Sub: Promotions to the post of Asstt. Commissioner in r/o cadre
restructuring and DPC’s in r/o panel years 2013-14 and 2014-15.
Madam,
Kindly refer to the various communications including Ref. No. 30/P/14 Dt. 06.02.14, Ref. No. 34/P/14 Dt.
10.02.14, Ref. No. 47/P/14 Dt. 26.02.14, Ref. No. 51/P/14 Dt. 03.03.14, Ref.
No. 63/P/14 Dt. 26.03.14 etc. of the Association.
2. Your kind attention is also invited to the DOPT OM No. 22011/9/98-Estt. (D) Dt.
14.12.2000 regarding the responsibility to be fixed for the lapse in
adherence to the prescribed time frame in holding of DPC’s. Despite of this OM,
no serious efforts are being made to conduct the timely DPC’s for the post of
Asstt. Commissioner.
3. It is again submitted with due regards that we are already behind by two panel years in holding the
DPC’s for the promotions to the post of Asstt. Commissioner despite of the DPC
being due to be conducted latest by the month of January preceding to the
concerned panel year. Thousands of our officers due for the rarest IInd
promotion have already retired on account of the delayed process of DPC’s. It
is also worth to submit that six months
are nearly to expire after Cabinet approval but the implementation of cadre
restructuring is still awaited. The DPC
against the post of Asstt. Commissioner was very much expected in the month of
January, 14 (if not in December, 13) but nothing has happened till date despite
of the relevant list of the concerned officers being
forwarded to all of the Cadre Controlling Authorities by the DG, HRD very well
in advance sometimes in the month of August/September, 13.
4. It is very unfortunate that around 100 of our
officers are retiring every month without promotion due to the non-adherence to
the prescribed time frame in holding of the DPC’s. Very specific & serious
efforts are required to hold the DPC’s particularly keeping in view the
extraordinarily acute stagnation of Central Excise Superintendents. Till date, only 1% of Central Excise executive officers are
being able to get rare of the rarest IInd promotion at the fag end of career.
It is, therefore, required to finish the process in a time bound manner to send
the proposal of DPC to the UPSC as we are already behind by two panel years in
r/o the DPC’s for the post of Asstt. Commissioner while two DPC’s have already been conducted for the post of
Commissioner by our CBEC merely within a period of few months.
5. The things are not being taken
seriously at all. There should be some accountability of the concerned sections
in this regard to expedite the issue as per the referred OM dt.14.12.2000 of DOPT. They
should feel their responsibility in serious manner particularly keeping in view
that our officers are very eagerly waiting for rare of the rarest IInd
promotion at the fag end of the retirement after serving the CBEC for 35 to 40
years with the utmost sincerity. It is also well pertinent to mention that CBEC
is able to achieve the revenue targets every year well ahead of the set goals
only due to the dedicated & committed efforts of these poor officers. Some
very specific efforts (instead of routine administrative efforts) are required
to finish the work of DPC’s involving personal interest.
6. The consideration zone was sent to the
concerned section of the CBEC on 29.04.14 by the concerned committee for
vetting but the same like the providing of ACR dossiers etc. by the field
formations are still pending due to which the DPC for the post of Asstt.
Commissioner is being further delayed for endless period. No time limit is
being adhered to any matter whether it is DPC in r/o promotions of group ‘B’ officers
or reorganization of formations or allocation of staff or any other matter
particularly relating to non-group ‘A’ (DR) categories.
7. In view of the above, it is very much
requested that the proposal for DPC against the said posts may kindly be sent
to the UPSC by calling the related records from the field formations and
vetting the consideration zone at the earliest without further delay. A letter to the Chairman of UPSC may at
least be written immediately as a specific measure to make due preparations and
have a particular slot reserved for DPC specifically keeping in view the large
number of posts of Asstt. Commissioner, if CBEC is still unable to submit the
proposal on the single window system.
