Sub: Transfer
& posting policy after Cadre Restructuring.
Madam,
It
is submitted with due regards that new Commissionerates are to be created at
various places throughout India under the process of cadre restructuring. A
good number of posts at different geographical locations have been created in
different formations & cities in the cadre restructuring likely to have
large scale repercussions on present posting of the officers.
2. The creation of the new Commissionerates
at various places and promotions of officers are likely to create heavy
churning of our members from one posting/place to another requiring to
formulate new transfer & posting policy.
It is felt that the new policy may kindly be formulated under
consultation of the various units of the Association by the concerned zones
3. It is further felt that the names
of the officers and the stations to which they are likely to be posted may be made public in advance in the light of
the new transfer & posting policy enabling the concerned officers to make
due plan well in advance. This would avert any injustice or unrest in the
matter of transfer & posting in the present time of transparency.
4. Cadre Restructuring being in
out of sync with the academic year of the wards of the officers, minimum or
negligible displacement is required be made. Further, suitable opportunity is
also required to be afforded to the officers to represent their cases before
affecting any change/transfer. It is also required to have the offices at
centralized places with better infrastructure facilities to avoid/minimise any
inconvenience to the officers.
5. In
view of the above, it is requested to issue a circular to the field formations
asking them-
i) To
finalise and declare the revised transfer & posting policy well in advance
under consultation with the Association in consonance of various other
communications of CBEC to field formations to consult Association in the matter
of transfer & posting policy.
ii) To
circulate a list of officers due for displacement for particular formation well
in advance giving sufficient time to the concerned officers to represent
against the said displacement.
iii) To
have the new offices at centralized places with better
infrastructure facilities.
