Sub: Allocation
of Appraisers to Central Excise Zones.
Madam,
Kindly refer to the letter F.No.
A-11019/08/2013-Ad. IV Dt. 01.08.14 for the allocation of revised strength in
the wake of Cadre Restructuring of field formations under CBEC.
2. It is submitted with due regards
that a good number of posts of Appraiser have been allocated vide above letter
at various Customs formations manned by the Central Excise personnel falling
under the Central Excise Zones. For example; 55 posts of Appraiser have been
allocated in Gujarat Central Excise Zone, 30 in Bangalore Zone, 32 in Cochin
Zone, 20 in Hyderabad Zone, 20 in Vizag Zone, 11 in Lucknow, 9 in Meerut, 8 in
Pune, 5 in Nagpur, 1 in Nasik, 5 in Aurangabad, 6 in Chandigarh, 3 in
Coimbatore, 5 in Guntur, 15 in Trichy, 2 in Shillong, 4 in Bhubneshwar, etc.
etc. from Customs strength. Thus, the Appraisers have been allocated in the
Central Excise Zones from North to South and East to West giving undue favour
to the Customs stream knowing very well that the Central Excise personnel are
more competent than them.
3. It is further submitted that the
Central Excise Superintendents have been working as Customs Officers in the
Customs Commissionerates/formations falling under the jurisdiction of Central
Excise Zones for years looking after the most of the Customs work. The strength
of the Appraisers has not only been increased in the Central Excise Zones but
the same has also been increased in totally irrational manner in Customs
formations without any valid reason.
4. The increase in the strength of
Appraisers will only help early promotion to Examiners who are already getting
their next promotion within 3 to 5 years, whereas Central Excise Inspectors are
getting their next promotion after 18 to 25 years. The prospects of an Examiner
to be promoted to the post of Appraiser are 121.46% against the prospects of
Inspector of Central Excise to the post of Superintendent as 34.5%.
5. The posting of Appraisers
particularly in the Zones, where the Central Excise Superintendents have
already been working as Customs Officer, is not only undermining the abilities
of later category but also depriving the Central Excise Inspectors of the
concerned zones of their right of promotion giving undue benefit of promotion
to the Examiners of Customs.
6. In view of the above, it is
requested that the number of Central Excise Superintendents may be increased by
the number of Appraisers allocated to the Central Excise Zones by reverting
these Appraisers to their parent Customs Houses or abolishing the said posts of
Appraiser. It will give a bit solace to the acutely stagnated Central Excise
Inspectors in r/o the promotional prospects. It is also requested that the
Customs formations falling under the jurisdiction of Central Excise Zones may
kindly be kept continued to be manned by Central Excise personnel only.
