Director General, Centre of Excellence,
NACEN,

Sub: Minutes of the meeting held on 31.07.14.
Sir,
Kindly refer to the
subject-mentioned minutes.
2. It is submitted with due regards that some points relating
to regularization of adhoc promotions, merger of cadres, removal of
intra-cadre/inter-cadre disparities in promotions etc. raised by AIACEGEO have
not been correctly reflected in the minutes. A few examples are mentioned as
below-
A.
Sh. Lokanath Mishra, the President of the Association, never said that there
should be drawn 3 separate all India seniority lists for 3 streams, i.e.,
Inspectors of Central Excise, Preventive Officers and Examiners (para 14). This
has been incorrectly mentioned in the minutes.
B.
Sh. Ravi Malik, Secretary General of the Association, very specifically asked
whether the studies by the Group are limited to future only to give benefit to
the future generations or these are also related to the past to benefit the
existing officers. He was replied that the studies are also related to the past
to benefit the existing officers. But very unfortunately, nothing has been
mentioned in the minutes in this regard (para 17).
C.
The Associations were asked to submit a structure based on the number of
Inspectors without being worried about the functional requirements. The number
of Inspectors was also projected as 45000 for example. This figure was
changeable. But only the functional requirement has been mentioned in the
minutes contrary to the factual position (para 19).
D.
The issue of parity with other counterparts is also missing in the minutes
which was very specifically asked from the Association and also replied
specifically.
E.
Some more detailed submissions may also be made very soon by the Association in
r/o the deviations made in drawing of the minutes.
3.
In view of the above, it is requested to make necessary amendments in the
minutes reflecting the exact and correct position accordingly without any
deviation.
Thanking you.
Yours faithfully,
(RAVI MALIK),
Secretary General.
Copy with the request for necessary
action to:
1) DG, HRD, CBEC, New Delhi.
2) Sh. Parkash Chand, Member, Study Group for removal of stagnation of Group ‘B’
officers.
