2. As your goodself already knows, it is submitted with due regards that the DPC for 421 regular posts and 2118 temporary posts of Asstt. Commissioner is long pending despite of our officers being retired regularly without promotion and also despite of the functional requirement of CBEC to start the various formations w.e.f.15.10.14.
3. It is further submitted that our officers are crying and going to home on the day of retirement cursing us like anything with tears of humiliation in their eyes due to not being promoted despite of more than 3000 vacant posts of Asstt. Commissioner being in hand for more than last 9 months created in cadre restructuring. No need to say that 2118 temporary posts of Asstt. Commissioner were created particularly keeping in view the extraordinarily acute stagnation of our officers but no specific steps have been taken till date to fill-up any of the posts of Asstt. Commissioner including these one.
4. It is also well pertinent to mention that the CBEC is presently behind by 2 modal years in the matter of conducting the DPC for the post of Astt. Comissioner. Rather the preparations for 3rd one should also have been started as per DOPT guidelines. A huge number of unlucky officers, due for the rarest IInd promotion in the career of 35-40 years, have already retired and many more have been retiring every month due to this delayed process of conducting of DPC’s. Even the provisions of extended panel are unable to give any relief to the serving officers due to this extraordinary delay.
5. The DPC for the chain vacancies on account of cascading effect from higher side is also required to be conducted immediately for the post of Asstt. Commissioner as per the DOPT OM No. 22011/9/98-Estt(D) Dt. 06.10.99. These chain vacancies come to be 498 in addition to 421 & 2118 meant for promotion of Group ‘B’ gazetted executive officers. It is clearly mentioned in the above said OM that the existing and clear anticipated vacancies as well as chain vacancies on account of retirement, promotion etc. in all of the higher grades/hierarchy should be included for the purpose of DPC.



6. In view of the above, it is requested that the DPC for the post of Asstt. Commissioner may kindly be conducted immediately particularly keeping in view not only the large scale regular retirements of our officers with single promotion in the career despite of thousands of vacancies being in hand but also the immediate functional requirement of the CBEC to start the various formations w.e.f. 15.10.14. The delay may certainly have a negative impact on the govt. revenue for the want of working hands at the level of Asstt. Commissioner to start the various formations created under the cadre restructuring.
