1. As asked by the newly formed Promotee Central Excise IRS Officers Welfare Association (which includes retired officers also), a presentation was made to the 7th CPC at Mumbai on 09.11.14. The meeting may be termed as very good as they were pleased to appreciate all of the following points submitted by us-
i) Direct promotion of group B gazetted officers to a STS post.
ii) Uniform promotional hierarchy as somewhere it is 4600-4800-5400-6600-7600-8700, somewhere 4600-4800-6600-7600-8700, somewhere 4600-5400-6600-7600-8700 and somewhere 4600-6600-8700 etc.
iii) Undo the MACP irregularities.
Regarding general points for all Central Govt employees, they asked not to raise the same as these benefits will be common to all. Thus, only cadre specific points were submitted. No need to say that this experience will now help us to present our (Central Excise Gazetted Executive Officers) case.
2. All of the concerned units are once again requested to clear their dues and donate maximum funds to the Association. We should noway be defeated merely for the want of funds, so all are requested to be very serious on the issue. As per our Constitution, the funds may also be donated to the Association in addition to subscription. If every member donates even an amount of Rs. 5000/-, we shall be able to have hefty funds. Now, willing promotee officers are also our members. They can also happily donate funds to the Association with open heart without any limit. No need to say that history has been created by promoting so huge number of officers to group A. Nobody was believing it, but now it is a truth and it has been ensured that our officers would at lesat get two promotions now in the career instead of one. We certainly need more & more and will get it by our united & dedicated efforts. So, kindly be united and make the Association strong by TAN (physical efforts), MAN (dedication & commitment) and DHAN (funds). All of the zonal office bearers, Office Secretary, Treasurer, Liaison Secretary and Coordinator on Telangana are requested to play active role on the issue by contacting the concerned units and officers.
3. All of the units are also once again requested to send the DDO certificates for the current financial year immediately, so that the relevant documents may be submitted to the Board for the extension/renewal of the recognition of the Association. All of the zonal office bearers, Office Secretary, Treasurer, Liaison Secretary and Coordinator on Telangana are requested to play active role on this issue also by contacting the concerned units.
4. And friends, it is also the time for celebrations. Each unit should celebrate the promotions of so huge number of the officers to group A. All of the promotee Group A officers should play the active role to make these celebrations by THAN, MAN & DHAN and inviting all of Secretary Generals & Presidents (current & past) who toiled hard for this historic achievement in the interest of the cadre. No need to say that the the expenditure in this regard would have to be bore by the concerned unit and the promotee officers working under the jurisdictional area of the respective unit as the All India Body is already very acutely short of funds. If any unit invites all India office bearers even otherwise for any purpose, the concerned unit is requested to bear the expenditure of the visit.
