SUBMISSION OF JOINT MEMORANDUM

Dear Comrades,
Recently I have discussed with the office bearers of AICEIA & AIACEGEO for submission of a joint memorandum challenging the draft Gr-A Recruitment Rules and formation of a common Federation amongst AICEIA, AIACEGEO and Indian Revenue Service(C&CE) promotee Officers Association. All have agreed upon for the same. The joint memorandum should be based interalia the following:
1. Base cadre Parity ( If not possible then feeder cadre parity) abolishing the system of ratio based promotion.( Ratio has not been fixed on the basis of working strength  with a provision of post based roaster hence the same should be rejected).
2. Increasing  of promotion quota from 50% to 90% with a provision of post based roaster between direct and promotee..
3. Continuance of temporary AC posts further considering the work load and stagnation.
4. Direct promotion to STS with weightage in seniority.
The Common federation will look after all the issues which are to be agreed upon mutually. The issue of reduction of qualifying years of service in the grade of Inspector for promotion to Superintendent and removal of regional disparity will not be taken up by the Federation.
The Federation will take up the issue on top priority basis for base cadre parity. After submission of joint memorandum, the delegation will meet CBEC/ DOPT  officials and concerned Ministers to pursue the issues. Both SGs of AICEIA and AIACEGEO are to be joint Conveners and SG of IRS promotee Association is to be Chairman of such common federation. All memorandum and representations are to be singed by both the joint conveners. 
I have requested SG of AICEIA to organise a joint meeting, I have also requested President of AIACEGEO to organise a joint meeting at NACEN, Chennai preferably on 01.02.15 because time is very short. After finalisation  of date and place of meeting it will be communicated to all. This may please be considered as an advance intimation.
