Sub: Ad-hoc promotions against regular vacancies.
Sir,
            It is submitted with due regards that the promotions to the post of Superintendent are not being affected in uniform manner throughout the country on the consequential vacancies on account of promotions to the post of Asstt. Commissioner as a result of cadre restructuring. Somewhere promotions to the post of Superintendent are being made on regular basis and somewhere on ad hoc basis. 
            2. The ad hoc Superintendents stand to lose vis a vis their counterparts in other Commissionerates on the following accounts:
            i) Loss of Seniority:    The seniority in the grade of Superintendent is maintained on all India basis to be counted only from the date of regular promotion. The names of the officers promoted to the post of Superintendent on ad hoc basis will not be reflected in the seniority list.
            ii) Loss of promotion/deputation prospects: The ad-hoc service will not be counted towards the qualifying service for further promotions or for going on deputation.  Further promotion will not be available to the ad hoc Superintendents until regularization.
            iii) Loss of higher grade pay: The regular Superintendents are eligible for up-gradation to higher grade pay of Rs.5400/- on completion of 4 years service. The ad hoc Superintendents will not be able to get this benefit.
            3. In view of the above, it is requested to kindly direct the field formations to make promotions to the post of Superintendent on regular basis everywhere in uniform manner.
