Observe the 27.11.15 as “black day

Dear friends, Namaste. 1. The much hyped Pay commission report is out now with the claims by the press that govt. employees will get to much extra salary, too much extra HRA and too much other things now. I am really unable to understand whether the claims of the press are really correct particularly ii r/o of group B and C officials. It seems that the CPC has only befooled and cheated us. None of the promises/agreements made by them to us has been fulfilled. The same seems the case of other associations. Some issues have been rejected without any observations, some on the pretext that the same were not agreed by earlier CPC/s, some saying that not recommended by the concerned department and some on any other pretext without any application of mind. Even the issues favourably mentioned by earlier CPC or duly recommended by CBEC have been rejected/dismissed. In actual terms, all of the issues relating to our cadre were recommended to the CPC by CBEC by forwarding our Memorandum as it is to them. We were ignored despite of clear increase in our responsibilities of judicial nature in the form of passing adjudication orders and technical nature in ACES.   2. We were promised by CPC in the Bombay meeting to grant/recommend direct promotion to STS, uniform promotional hierarchy for all group B officers in govt. of India, undo MACP irregularities etc. but nothing done. However, OROP demand agreed in Jodhpur meeting has been recommended but it would give no benefit to the serving officers. It’ll benefit our officers only after retirement. We were promised the grant of NFU at par with the best placed group B cadre of govt. of India or flexible/dynamic promotion/complementing scheme to promote within residency period in the last meeting at Jodhpur with the promise to give something extra/special to us as well as defence forces but nothing done. It’s really unbelievable that the authorities of so high esteems sitting on top of CPC may also be unable to keep their promises. 3. Confederation of Govt. employees is going to observe the 27.11.15 as “black day” against CPC. As a token of solidarity and unity,we may also participate in the programme by wearing the black badges working in our offices. So, all of the units, offices bearers of units as well as all India body and individual officers are requested to observe the programme. All are requested to communicate and motivate each other in person, telephonically, by sms, whatsap, e-mails etc. as we have very short time. UNITS SHOULD ALSO SERVE DUE NOTICE TO THE CONCERNED CCA IMMEDIATELY. NOTICE TO THE CENTRAL AUTHORITIES IS BEING SERVED BY THE ALL INDIA BODY. Copy of the notice to be served to the central authorities is attached herewith. 4. An AEC-cum-AC meeting will be held on 05.12.15 (Saturday) at Chennai. All of the units and concerned office bearers are requested to make it convenient to attend the meeting in the interest of the cadre. A fee of Rs. 2000/- per delegate will be chargeable for the meeting. The number of the delegates is to be limited to two per unit. The expenses are to be bore by the concerned unit, if the number of delegates is exceeded. The agenda of the meeting will be circulated very soon which will be more or less same as already circulated for the AC meeting could not be conducted at Chennai on 21.11.15 due to weather hazards.
