1. Dharna programme of 25th Feb by Confederation: As all may be knowing that Confederation of Central Govt. Gazetted officers is going to observe Dharna on 25.02.16 at Jantar Mantar in Delhi against the worst ever pay commission report including some other issues. As far as we are concerned, we attended first three meetings of this organization as their constituent. It was unanimously decided that a pay scale of 5400 in PB3, at least 5 functional promotions etc. will be demanded for group ‘B’ gazetted officers but, unfortunately, they betrayed us by not following the decision and they even didn’t like to consult us before changing the stand. We and at least one more Association left them on this account because we were noway in the position to change our stand particularly being in the legal court demanding 5400 in PB3 (5400 in PB2 has already been agreed principally for us by the Expenditure based on the recommendations of 6th CPC). We were also not able to change our stand on the number of promotions being the most stagnated category of the govt. employees. We are demanding to abolish 5400 in PB2 whereas they are advocating to have it for group ‘B’ gazette officers as initial pay scale. Despite of all of the Central Govt. group ‘B’ gazzetted officers being not their constituents and our cause also not being on their lines, it seems that we may also observe our own programme on same date with our independent agenda for the sake of solidarity in their support alongwith pressing our cause. We have also to keep in mind the past experience about the agitation. We have also to think how many of our officers like to participate in such programmes. We have to observe the programme actually & effectively. If we want to observe the same programme as called by them, we’ll require at least 50 members per unit to come to Delhi to observe the programme. Bigger units have to come even with bigger number of participants. If on this occasion also number of participant remains less, it’ll give only negative message to the administration. All units will have to take part in any of such programmes with all unity instead of serving merely a formal notice for the name sake. No need to say that all-united, effective and strong Satyagraha programme is the only key to our success.
2. DPC: I am getting regular calls from our officers belonging to both categories (reserved and unreserved). I also talked to both categories fighting the court cases on the issue of reservation. I tried to get them understood that the promotions should at least be done as per the final verdict of court because of a good number of our officers belonging to both categories being retired without promotion every month. I also talked to the office bearers of SC/ST officers Association and general category officers Association but no compromise formula could be arrived. The only way seems to file Writ of Mandamus by the affected retiring officers with the single relief of holding immediate DPC and issuance of the promotion orders subject to the final verdict of the court.
3. Comments by PM: Recently, the Hon’ble PM asked the concerned Secretaries to take action against the officers who don’t want to be mended despite of repeated complaints of corruption. Our CBEC has been given special mention by the PM on this issue. Unfortunately, Vth CPC was also pleased to mention that we have cozy arrangements with the smugglers. Same thing was said during a meeting years ago by Sh. Iyer, former member of CBEC, at the time of heading some Iyer Committee mentioning that our officers are fond of getting illegal gratification/bribe from the trade (my reply was that I had seen none of our officers to follow any such practice and I was not aware what younger IRS officers were doing). Friends, we don’t know that such observations are made about which cadre of our officers but it is certain that our image is really not good. Such image is obstructing the grant of every benefit to us. We all (all cadres) have really to work to improve the overall image of ours leaving far behind all of the vested interests.
