centralised vigilance clearance.
Sir,
Kindly refer to the above issue
raised in connection of DPC to the post of Asstt. Commissioner during the
meeting of JAC with CBEC held on 23.07.15 under your Chair.
2. It is further submitted with due
regards that a single window vigilance clearance was being given in the past to
the officers based on the master register/other relevant record maintained in
the vigilance branch under the cadre controlling authority in the field
formations and it was working very smoothly without any demerit. But it was
started later to be obtained from all of the Commissionerates under the
concerned cadre control authority of the concerned zone, whether the concerned
officer ever worked there or not, putting great problems to clear the concerned
officer from vigilance angle. This change started to delay the vigilance
clearance tremendously defeating the very purpose on many occasions whether
relating to promotion to the higher post or retirement benefits or financial
benefits or deputation applications or any other purpose. There are many
examples that officers were not paid their financial/retirement benefits on
time or their deputation applications were not sent timely to the concerned
department or DPC for promotion was delayed for the want of timely clearance.
3. Now in the post cadre
restructuring era, the vigilance clearance would require to be obtained from even
more number of Commissionerates in field formations having even around 30 Commissionerates
in many zones. The ACR/APAR dossiers would also be maintained in the Commissionerate/formation/office/place
of the posting of the concerned officer. No need to submit that it would make
the process even more lengthy and complicated with every possibility of the
officers to suffer by not getting timely clearance without any fault on their
part. This will also delay the holding of DPC for the promotion to the higher
post which is already delayed by three model years for the post of Asstt. Commissioner.
4. It is also worth to mention that
only a single window clearance is given in the case of the Group ‘A’ officers
on the basis of the relevant record being maintained centrally in the Board
office irrespective of their posting at any formation/office/place throughout
the country or even out of country. Their ACR/APAR dossiers are not placed at
the zone of posting. Same system is required to be followed for our group ‘B’
officers on central basis as was being followed in the past.
5. It is, therefore, requested
that-
i) The process of the vigilance
clearance may kindly be made centralised to give vigilance clearance from a single
window as was being done in the past.
ii) The ACR/APAR dossiers of the
officers may also kindly be maintained centrally under the cadre controlling
authority.
