Sub: Scheme to remove
stagnation of Central Excise/CGST Superintendents/Inspectors independent of
cadre restructuring.
Sir,
It is to
submit with due regards that it was approved and
recommended by the Cabinet in 2013 at the time of the last cadre
restructuring of CBEC/CBIC to bring a scheme for
stagnated Group ‘B’ executive officers (Central Excise Superintendents and Inspectors) independent of cadre restructuring to remove their stagnation
but unfortunately, nothing has been done till date even after the expiry of five
years.
2. No need to submit that the
main purpose of a cadre review/cadre
restructuring is to restructure a cadre in such a way as to
remove the deficiencies which might be existing at the time of the constitution
of a service or have crept-in subsequently and ensure that the cadre structure
satisfies the functional, structural and personnel considerations. It provides
an opportunity to overcome various bottlenecks, remove existing distortions and
bring about rationalisation of cadre structure so as to improve the efficiency
and morale of the cadre officers as well as to avoid promotional blocks and also to harmonise the functional needs with the
legitimate career expectations of cadre members and thereby, enhance the
effectiveness of the service in the fulfilment of the objectives for which it
has been established.

Unfortunately, no such process of cadre review/cadre restructuring has ever been observed in the CBIC for Group ‘B’ or ‘C’ officers
fulfilling the main purpose for these cadres as submitted under para 2 above. Here, the most of the
officers joining as Inspector of Central Excise (whether direct recruit or promotee)
in Level-7 are forced to retire merely after one promotion at the post of
Superintendent in Level-8 whereas their counterparts appointed in Level-7
including CBDT, CSS, Rajya Sabha Secretariat etc. are easily being promoted to
the Level-13 and Level-14.
4. In view of the
above, it is requested to kindly take necessary steps-
(a) To implement the recommendations of the Cabinet to bring
a scheme for Group ‘B’ Central Excise executive officers (Superintendents and
Inspectors) independent of
the cadre restructuring to reach them Level-13 & 14 like other counterparts.
(b) For the cadre
review/cadre restructuring particularly for the
officers who join/have joined the
CBIC as Inspector of Central
Excise to fulfill the main purpose as submitted under para 2 above.
