Sub: Directions
through whatsap for official work.
Sir,
It is to submit with due regards
that the directions are being given through whatsap in the field formations for
the official work. Not only it, explanations are also being called for the
lapse in the whatsap directions. Such things are putting the officers under
tremendous pressure and panic which is no way in the interest of the work
efficiency.
2. It is worth to mention that there
is no provision under official procedure to give directions through whatsap. It
is also not necessary that officer is keeping internet always in “switched-on”
position. Even if switched-on, it is not practically possible to see whatsap
messages at every minute. Moreover; the battery of the mobile phone discharges
very fast, if internet is continuously switched-on. It is also worth to submit
that the officers have not been provided with the official android phones with durable
battery and efficient internet connection.
3. As per the official procedure and
also conduct rules, the officers are supposed to be given only written
directions for any official work. The directions given on electronic/social
media including whatsap, email, facebook etc. are not covered under official
procedure. However, electronic/social media can be used to provide information by
giving telephonic/by person intimation just after sending the
message/information on whatsap or mail in cordial manner for smooth functioning.
4. In view of the above, it is
requested to kindly direct the filed formations not to take punitive action on
the lapse of the whatsap directions.

Verification by the Range Offices, shortage of manpower and increase in
enforcement activities.
Sir,
As your goodself knows, it is to
submit with due regards that the work of physical verification is being
assigned to the Range Officers.
2. The latitude and longitude of the
premises, screenshot etc. are mandatory fields for the Physical Verification
report as per the advisory Dt. 15.10.18 and the subsequent letter F. No.
IV(33)31/2017-Sys/IT-readiness/3241 Dt. 29.10.18 of DG, Systems and Data
Management.
3. Needless to submit that a quality
smartphone alongwith internet connectivity and camera is required for the
purpose of Physical Verification. It is not necessary that every officer has
own mobile phone. If having, it is also not necessary to be an android smartphone
with internet connectivity as well as camera. Not only it, a four wheeler
vehicle and due manpower (at least 5 per Range Office) on the lines of SGST
circles are also required to be provided to the Range Offices for the smooth
functioning.
4. It is also worth to submit that
the GST model under CBIC was prepared taking the base of 400 assessees per Range
Office. But contrary to it, average number of assesses per Range come to more
than 1000. Many Ranges are having the assessees even to the tune of 12000 to
14000. Above it, the Range Offices are being looked after by the officers
having additional charges due to the shortage of manpower. Likewise, the Range
Offices are also devoid of the required number of Inspectors. The average
number of Inspector also comes less than one per Range Office and, due to this
reason, the Inspectors are also forced to work with additional charge. Such overburden
always has the officer under tremendous pressure and panic. Moreover, there is
already an indication from the higher ups to increase the enforcement/anti-evasion/field
activities. Under such situation, the possibility of any unintentional lapse
can’t be ruled out affecting government revenue as well as work efficiency and
also possibility of any undue disciplinary/vigilance in r/o unintentional lapse.

The Chief Commissioner of Hyderabad, Sh. B. B. Agarwal, also sent a note to our
Board regarding manpower and vehicle requirement in comparison to the SGST
which is needed to be thoroughly studied to provide required manpower and
vehicle to our offices under field formations.
6.
In view of the above, it is requested not to kindly take any disciplinary/vigilance
action against any officer in r/o any unintentional lapse and also to provide-
i)
A quality smart phone with internet connectivity and camera alongwith required
app to the Range Officers for verification and other works.
ii)
One four wheeler per Range Office for smooth functioning.
iii)
Sufficient manpower at least at par with the SGST to cope up the workload.
