Arrears from 1986

Dear friends, Namaste.

I went through some post of Sh. Manimohan giving warning against the demand of arrears from 1986. This post was sent to me by some of my friends. I am really unable to understand what this person namely Sh. Manimohan wants to prove or what vested interest he has. This person divided the cadre in the time of Inspector and again, in the time of Superintendent, he repeated the same thing. After forming a so-called association in a close room, he started to play tricks to divide the cadre particularly under a weapon of “emotional blackmail” that the office bearers of AIACEGEO should be only Superintendents and they should noway be the Asstt. Commissioners. If this person was so over-ambitious for getting the main post in the AIACEGEO, he should have come to Gandhidham convention to contest the elections.
Even more unfortunate is that many of our cadre members got influenced of above trick played by this person. Interestingly, the office bearers of the units, who contested elections in Gandhidham and defeated, aligned with this person later due to the reasons or vested interest known only to them. Needless to say that the work of the association is always to further the common interest without favouring or opposing any individual, category, region, caste etc.
But unfortunately, the above named person started to work in the name of so-called association to spread regionalism, casteism and categorism. It is true that everybody has legal right to fight for his/her individual cause but it is never the work of association office bearers to use this common platform for individual interest or against any category/individual/region/caste. Unfortunately, this person is doing the same. He is opposing particular regions, he is opposing particular castes and categories and also particular individual/s. He is hell bound to stop the DPC for the post of Assistant Commissioner by this trick or that trick. Perhaps he is not aware that equal number of our Inspectors would also be promoted, if our Superintendents are promoted to the post of Asstt. Commissioner. Not only it, equal number of our ministerial officers will also be promoted on promotion of our Inspectors and so on. So, it is really non-understandable whether this person is working for the cadre or his agenda is against the cadre.
Likewise, he is opposing the payment of arrears from 1986. And very interestingly, this person supported this point alongwith others when we raised it in the meeting of 18.08.17 in the Board. Now, he is opposing it due to the reasons known to him only. Friends, now we all have to decide whether getting arrears is more beneficial from 1986 or 1996. Needless to say that our efforts should be from 1986 which we are also fighting in legal courts because point of arising of anomaly is 01.01.86. Now, when we have come to a stage of the things being accepted by CBIC, this person is saying that we should not demand it. It is really surprising.
As far as the anomaly committee is concerned, it will not look into the matter of arrears. Moreover, being gazetted officers, our pay matters don't fall under the jurisdiction of anomaly committee.   
            However, we are also already fighting for initial pay scale equivalent to Level-10 for our Superintendents at par with the DSP of CBI w.e.f. 01.01.86 and also arrears of pay for our Superintendents at par with the Superintendents of NCB w.e.f. 01.01.96 alongwith other issues. And I hope that the person namely Sh. Manimohan would not oppose now any move which we are taking up in the interest of all.  
            Friends, we have not to forget that nothing is possible for us without unity. For a successful organisation, we have to be all-united like our Income Tax brethrens.
