of APARs of Group ‘B’ and ‘C’ on SPARROW for better H R management.
Sir,
Again a lot of thanks to concede the
request of the Association and start online
writing of APARs of Group ‘B’ and ‘C’ on SPARROW for better H R management in
CBIC. But it is to submit further with due regards that we have to take it as a
beginning as a lot of work is to be done in the direction of e-HRMS service. The important things to be further done as
e-HRMS service include the topics like Personal Information, Leave, LTC, Loan
and Advance, Official Tour, e-Service Book, Centralised GPF Account, Other
service related matters etc.
2. With launch of e-HRMS, the employees will be able
to not only see all their details w.r.t. service book, leave, GPF, salary etc.
but also apply for different kind of claims/reimbursements, loan/advances,
leave, leave encashment, LTC advances and claims, tour claims etc. on a single
platform.
3. Needless to submit that the employees shall not be
dependant for data updating on administration but they may themselves update
the data with their login subject to verification by the concerned
administration. They will be able to track status and match details instantly. All
pendency of the data updating as well as claims will be seen online by senior
authorities that will instil more responsibility and accountability among all
government servants.
4. This system has various
advantages such as providing Dash board for employee and management, Updated
service records, E-governance in office procedures, Reduced file movement,
Faster service delivery, Assist in decision making, Common document repository
of employees, Standardization of Master Data, Minimize manual entry of data,
Ease of sharing information among stake holders, e-Sign for
accountability/authenticity, PFMS and e-HRMS integration for faster payments of
GPF, advances, Loans, reimbursements etc. Even availability of online data of
employees will help organisation to take many administrative decisions easily
like planning of recruitments and posting of official to a task as per experience
and qualification easily available online to the administration.
5. In view of the
above, it is requested to kindly implement the e-HRMS in complete form at an
early date covering all relevant services to make our H R management stronger.
