Sub: HR issues, service matters and employee grievances.
Sir,
Thanks
a lot to take care of the long pending demand of the Association to take due
steps for streamlining the vigilance as well as transfer cases as the
Association came to know about the initiation for collecting immediate
information regarding court cases in disciplinary and transfer cases of Group
A, B and C officers by the DG, Vigilance/CVO
of CBIC.
2. The Association is very much hopeful
that all of the cases regarding disciplinary/vigilance as well as transfer
matters would now be disposed-off in time bound manner within the prescribed
time limit without any further delay. Rather Association hopes that all of the
cases now would be disposed-off on immediate basis on account of the immediate
information sought by our DG, Vigilance/CVO.
3. Side by side, your kind attention
is also invited to the issues relating to HR/service matters and Employee
Grievance Redressal Mechanism. The HR issues/service matters relating to the
staffside are unredressed for decades whether relating to career prospects or
pay matters or any other issues and no meetings are also being held under the
Employee Grievance Redressal Mechanism either at Board level or at field
formations level. This is the only reason that unwarranted court cases are on
regular increase relating to these matters. Even the finally settled issues by
the various courts including the Apex Court are also not being implemented. All
of such issues have already been communicated to your goodself under the great
hope of early redressal whether relating to the HR matters or court cases or
employee grievances.
4. In view of the above, it is requested to kindly
also take due steps with full seriousness to redress and resolve all HR issues/service matters relating to the
staffside, implement the court orders/settled issues in rem without forcing all
employees to go to the legal courts on same issues and also conduct the
meetings under the
Employee Grievance Redressal Mechanism on prescribed intervals to minimise the
court cases.
Thanking
you,
Yours sincerely,
(RAVI MALIK),
Secretary General.
