Sub: Recruitment against Sports Quota.
Sir,
            It is to submit with due regards that there are the provisions in the Govt. of India for recruitment against the sports quota as per the DOPT instructions for Group C and D posts.
            2. There were four classes of the employees namely Group A, B, C & D in the past. But now, there exist only three classes namely Group A, B & C as all of erstwhile Group D posts have been converted to Group C. Like it, many of the erstwhile Group C posts have been converted to Group B, non-gazetted.
            3. After the change of the erstwhile Group C posts to Group B (non-gazetted), the guidelines for the recruitment against the sports quota were also required to be changed accordingly. Thus, the recruitment against the sports quota is now required to be made against Group B (non-gazetted) and C posts instead of Group C and D posts.
            4. It is also worth to mention that Group A and B posts were falling under the category of gazetted officers and Group C and D posts were falling under the category of non-gazetted officers in the past. Accordingly, the recruitment to gazetted posts (Group A and B) was being made by the UPSC whereas the recruitment to non-gazetted (Group C and D) posts was made by SSC. Now, after the change of classification, the recruitment to Group A and Group B (gazetted) posts is being made by the UPSC whereas the recruitment to Group B (non-gazetted) and Group C posts is being made by SSC.
            5. Due to the above change of classification, the Central Board of Indirect Tax & Customs (CBIC) is unable to make sports recruitment against the post of Inspector, an erstwhile Group C posts which has been changed to Group B (non-gazetted). By this, good sportsmen/sportspersons are not attracted to CBIC.   
            6. However, in the sister concern of the Central Board of Direct Tax (CBDT) under the same Department of Revenue, the post of Inspector is still being classified as group C and they are able to attract/recruit good sportsmen/sportspersons as Inspector against sports quota.
            7. Thus, this a great disparity in sports recruitment within the same Department of Revenue where sports recruitment is being made only against Group C posts in CBIC but it is being made against both, Group B (non-gazetted) and C posts, in CBTD.
            8. In view of the above, it is requested to change the criterion for sports recruitment in Central Govt. jobs based on the changed classification of the posts by allowing it against the Group B (non-gazetted) and Group C posts and also allow the CBIC to make sports recruitment against the post of Inspector like CBDT to attract the good sportsmen/sportspersons.
