Sir,
Kindly
refer to the earlier communications of the Association regarding the subject
matter.
2. It is submitted with due regards that the work of compilation
of data and records was started on 08.01.20 expectedly for the DPC for the post
of Asstt. Commissioner. The field formations were asked by the DG, HRD to
provide the data alongwith records and it was expected that the data and
records would be provided to the HRD wing at the earliest. But now one and half
months have already expired but complete data and records are yet to be sent to
HRD by the field formations.

It is also worth to submit that the repeated legal stays/verdicts have
already delayed the DPC for the post of
Asstt. Commissioner tremendously and the officers are forced to
retire without promotion despite of thousands of posts being vacant. The
officers are totally demoralized due to being
unable to get the rarest IInd promotion of the career. The officers due for
promotion are crying and retiring without promotion every month. The DPC was
not conducted even during the period when there existed no stay on DPC. Now, the
possibility of any further legal stay can’t be ruled out.
If so happens, the matter will further be delayed unwarrantedly for unpredictable
period. Due to the delayed process, even
the extended panel is unable to give any benefit to our officers as the officers
figuring in the extended panel also retire before the holding of the DPC.

As on date, there exists no legal stay against the
convening of the said DPC. It is also worth to mention that 2118 temporary
posts of Asstt. Commissioner would be abolished on
18.12.21. There exist more than 1839 posts of Asstt. Commissioner meant for
promotion from Group ‘B’ vacant as on 30.11.19 as per the disposition list
placed on the CBIC site for the month of November, 19. The posts for the year
2020 and the month of December, 2019 are yet to be added in this
figure.

In view of the above, your
goodself is very much requested
to kindly use your personal influence with the field formations directing
them to provide the asked data alongwith records without further delay to
enable the holding of immediate
DPC against all unfilled posts of Asstt. Commissioner meant for
promotion of Group ‘B’ gazetted executive officers.
