Sub: Corona epidemic.
Sir,
            Kindly refer to the letter Ref. No. 51/AIB/C/20 Dt. 18.03.20 of the Association.

2. It is to submit with due regards that the outbreak of COVID-19 virus is already under serious stage in our country. Due to which, states and districts are under lock down. Only essential services are operative. Lock down orders have already been issued by the state governments.

3. It is further to submit that our CBIC doesn’t fall under the category of essential services. The DOPT and the Department of Revenue have also already issued the orders directing that the office should function with the skeletal staff only. It has been ordered to draw a roster of all staff including all officers and employees to render only essential services till 31.03.20. The officers have also already been allowed by the DOPT to take leave for self quarantine.

4. In the lock down orders issued by the states also, our CBIC has not been included under the essential services. Only the postal, bank, insurances, telecommunications etc. services have been included as essential ones. Our CBIC does also not fall under the essential services act of the centre.

5. It is well pertinent to mention that our CBIC has prescribed a time limit for SCN, refund, review etc. cases but this prescribed limit is now required to be extended under the circumstances. Under the orders of centre as well as states regarding preventive measures to contain the spread of COVID-19 virus, the officers and staff have to isolate themselves, impose self discipline and home quarantine. All including the tax payers are under lock down orders. Business activities are already banned by the orders of local administration. Nobody is available to receive the SCN. Nobody will also be available for Panchnama. In many of the cases, the last date of the issuance of SCN or passing/disbursing the refund or review cases may be falling during this period. But under this grave situation, our officers will not be able to attend the office under the lock down orders and due to tense atmosphere regarding safety of everyone. The police is stopping the movement of people and there is imprisonment of six months to three years for the violation of lock down.  

6. In view of the above, it is requested that-


A) The last date of the issuance of the SCN, passing/disbursing the refunds and in all other urgent matters like review may kindly be extended at least by two months.
B) The officers are not forced to attend the office under the lock down orders.
C) The officers may be allowed to take leave for self quarantine in consonance of the DOPT orders.
D) In emergent matters, the official work may be done only from home under the procedure of office from home.  
E ) To declare public holidays except for essential services till the situation is under control.
