Sub: Preventive measures against corona to open offices.
Sir,
            As your goodself knows, it is to submit with due regards that the offices are to be opened w.e.f. 20.04.20 under relaxed conditions with the selective officers as per the requirement as per the MHA guidelines. Our CBIC has also issued a brief order vide F.No. C.50/30/2020. Ad.II Dt. 15.04.20 in this regard. In the said order of the CBIC, there is no mention about sanitation and disinfection measures to be taken in our offices as envisaged in the MHA order
2. Keeping in view the safety of the lives and health of our officers and their families, the following measures are required to be taken and ensured by all the offices under the control of the CBIC-
(a) Thermal screening of every entrant at the main gate before entering into the office premises.
(b) Hand sanitization by everybody before entering into the office premises.
(c) Fumigation/disinfecting of whole office campus including each room, toilet, corridor, gate,  furniture, office equipments, files, stationary, canteen, vehicles, common areas, lawn etc. before 20.04.20 and at regular intervals after it.
(d) Providing gloves, facial masks and hand sanitizers to all officers and also full body suits (PPEs) whenever and wherever required.
(e) Revised sitting arrangements by providing the prescribed office space to every officer to follow the social distancing.
(f) All possible efforts to exempt officers with age of 50+ years or having ailments like hypertension, diabetes, chest/nasal/breathing problem etc. including other serious diseases/health condition for deployment of 33% officers. Enhancement of age group for exemption only if 50+ years officers are insufficient.  
(g) Availability of contingent staff & sweepers in sufficient number with instructions for cleaning and spraying of disinfectants in rooms, toilets, wash basins and corridors frequently.
(h) Providing official transportation to and fro offices to enable officers to attend offices safely with proper social distance, since no public transportation is available and private vehicles are not allowed except for the specified categories.
(i) Minimisation of physical exchange of files or complete on line exchange.
(j) Not allowing the visitors into the office premises.
(k) Providing of passes by state/district administration to the officers for movement.
(l) Not opening of the offices in the hotspot/containment areas as the govt. has already declared 170 districts as hotspot throughout the country.
(m) Exempting the officers who are residing in hotspot/containment areas.
(n) Following of all directions and SOP issued by the MHA in this regard.
(o) No action against any officer, if he/she is unable to attend the office due to the prevailing circumstances not under his/her control.
3. Regarding point No. 2(o) above, the message of our Chief Commissioner of Vizag Zone is brought to your kind notice as reproduced below-
“Dear officers, Commissioners are already working from office and I will be in office from today and from 20/4 onwards JC and above attend and rest will attend for four days till 3/5. Covid 19 has not ended as hoped but going strong so please take all precautions. No one need to meet me in person- please use phone, video cal, intercom etc All files to be sanitised before handling. I have asked that no staff including my sepoy, PS, PRO etc to come. They will attend as per roster from 20/4. Those Officers who are not in office please advise them to work from home. As you are aware doctors from our service are going to be used in front line shortly. I am told that State GST is not working as per our guidelines, never mind. Associations have written to me that they will do Office work only if they are treated as was in pre Covid days and we will take care of staff and they also feel they won’t access AIO even from home and they cannot do frontline work under section 65, please list out such people who don’t work at least from home to be removed under 56J or Article 311. so please follow Government of India, CBIC and AP State government instructions issued from time to time. Please stay safe yourselves and your family and friends. Hope for safe India and safe world.”
4. It is to submit further that we don’t know how many of our authorities are pleased to have such approach to remove our own officers under 56J and Article 311. However, it is worth to mention that our authorities should work like our family Heads instead of behaving merely like administrative Heads. All of them are requested to concentrate on welfare measures to be taken by them for their subordinates instead of being pleased to remove the subordinates under 56J and Article 311. We very much expect them to act as our “Welfare Officers” instead of doing damage to us. Our Chief Commissioner should have appreciated the problems being faced by the subordinate officers regarding AIO and other works to act to resolve these problems instead of removing them particularly when he himself accepted that Covid 19 has not ended as hoped but going strong.  
5. In view of the above, it is requested that all offices under the CBIC may kindly be very specifically directed to take due measures as specified by the MHA alongwith the measures submitted above and not to remove the subordinates under 56J and Article 311. Instead to be pleased to remove the subordinates, our authorities should be pleased to protect their lives and their family members’ lives in this time of corona pandemic.
