Sub: Preventive measures against corona pandemic.
Sir,
Kindly refer to the earlier
communications of the Association on the subject matter including Ref. No. 66/AIB/C/20 Dt. 17.04.20.
2. As your goodself is already aware,
it is to submit with due regards that one of our Hawaldars has already
unfortunately died of corona in Mumbai. One of our Superintendents namely Sh.
Naresh Kumar from Delhi has also become prey of corona and is already hospitalized
for treatment.
3. Sh.
Naresh Kumar is posted at Directorate General of Export Promotion, New Delhi.
Needless to submit that any person can be infected with corona anywhere
including office building. So, all of our office buildings are required to be
duly sanitized alongwith taking every measure against corona because such type
of infection to any officer may be dangerous for the individual, family, colleagues
and everybody coming into contact.
4. The following
measures among others are, therefore, required to be taken in effective
manner and ensured by all the offices under the control of the CBIC-
(a) Thermal
screening of every entrant at the main gate before entering into the office
premises.
(b) Hand
sanitization by everybody before entering into the office premises.
(c)
Fumigation/disinfecting of whole office campus including each room, toilet,
corridor, gate, furniture, office equipments, files, stationary, canteen,
vehicles, common areas, lawn etc. at regular intervals.
(d) Providing
gloves,
facial masks and hand sanitizers to all officers and also
full body suits (PPEs) whenever and wherever required.
(e) Revised
sitting arrangements by providing the prescribed office space to every
officer to follow the social distancing.
(f) All possible
efforts to exempt officers with age of 50+ years or having co-morbidities like
hypertension, diabetes, chest/nasal/breathing problem etc. including other
serious diseases/health condition for deployment of 33% officers. Enhancement
of age group for exemption only if 50+ years officers are insufficient.
(g) Availability
of contingent staff & sweepers in sufficient number with instructions for
cleaning and spraying of disinfectants in rooms, toilets, wash basins and
corridors frequently.
(h) Providing official
transportation to and fro offices to enable officers to attend offices safely
with proper social distance, since no public transportation is available and private
vehicles are not allowed except for the specified categories.
(i)
Minimisation of physical exchange of files or complete on line exchange.
(j) Not
allowing the visitors into the office premises.
(k) Providing
of passes by state/district administration to the officers for movement.
(l) Not
opening of the offices in the hotspot/containment areas.
(m) Exempting
the officers who are residing in hotspot/containment areas.
(n) Following
of all directions and SOP issued by the MHA in this regard.
(o) No action
against any officer, if he/she is unable to attend the office due to the
prevailing circumstances not under his/her control.
(p) Installing
disinfectant tunnels in the offices.
(q) Providing
ultraviolet devices to the officers.
(r) Take
immediate measures to start e-office everywhere on 100% basis.
5. In view of the above, it is requested that all offices
under the CBIC may kindly be very specifically directed to take the due
measures as specified by the MHA and Ministry of Health alongwith the measures
submitted above to protect the health and lives of our officers as well as
their family members in this time of corona pandemic.
