Transfers for the current year of 2020-21.
Sir,
As your
goodself is already aware, it is to submit with due regards that the corona
pandemic and its fatality is on regular increase and yet to attain the peak.
Every person is living under its fatal threat. The officers of every department have become
its prey and many of them have also unfortunately lost the life. Our department is also not
exception to it. Furthermore, the
government has already started to follow various austerity measures due to it.
2. As far as
the austerity measures are concerned, it will be a great financial burden on
the government in the form of TTA/transfer grant, if a regular/full fledged AGT
is affected this year. However, the compassionate grounds are needed to be
considered and various guidelines of DOPT as well as the policy are needed to
be followed in respect of the transfer and postings. It is worth to mention
that the transfer guidelines framed by the CBIC for Group A as well as Group B
officers are not being followed in the true spirit.
3. It has
been mentioned in the transfer guidelines framed by the CBIC that the officers
retiring within three years are to be placed at their desired station/zone as
far as possible. But unfortunately, these guidelines are not being followed. Actually,
not only the officers within three years of retirement but all officers irrespective
of time of retirement are required to be placed on the desired station under
this pandemic because the situation would
be absolutely difficult for any person transferred away from family in the
current circumstances.
4. It is further to submit that the modes
of the transport would not be available to the officers due to pandemic
conditions to commute to family on their transfer to other station. The
officers transferred to outstation shall be facing quite adverse situation due
to lack of basic amenities such as accommodation and food due to the closure of
the hotels, restaurants and even dhabas. Rented accommodation, which doesn’t
come readymade, is also difficult to obtain as no landlord is ready during
these days to rent the premises to outsiders. The officers transferred outside will
also have to face quarantine as per the directives of the Ministry of Home
Affairs and the provisions of the NDMA.
5. The regular/full fledged transfers
of the officers during the period, when pandemic has hit the economy of the
country badly, would not be in public interest as it will involve huge
expenditure on account of TTA/transfer grant. In this regard, it is to
reiterate that the government has already fixed a cap to the tune of 4.5% on
monthly budget expenditure for Cash Management due to stress on the cash
position. It is also worth to mention that many of the departments of central
government and many state governments have already deferred the Annual General Transfers
for the current year due to pandemic situation. So, in the present hard time, the
officers are required to work in the comfort zone by residing with the family.
It shall also boost the performance of the officers. No need to submit that all
of our promotee Group A officers and the most of the Superintendents have
already crossed the age of fifty years and suffering from various co-morbidities.
They will be placed to the exposure and the fatal threat of corona on their
transfer and posting to the outstation.
6. It is also worth to submit that the faceless interaction
is the foremost objective under the GST and a lot of work has already been done
to achieve this objective. Due to the faceless interaction, the existing
concept of sensitive and non-sensitive posting has also become redundant. The
e-office has also already started to make zero public interaction. So, there
seems no need of regular/full fledged transfers in the time of faceless
interaction and e-office. However, it is reiterated that the officers working
at outstations are required, as per the willingness asked by the administration,
to be transferred and posted to the places where their families are residing,
otherwise it is apprehended that their families or they would not be able to
observe the last rituals with the bodies if anything unfortunate happens to
them or any family member. However, if required, these officers may be asked to
give the willingness for transfer without TTA/transfer grant. By it, there will be no burden on our already stressed
economy and it shall also give a boost to the working capacity of the officers
due to being satisfied and relaxed to be with the family. This is the
right time to save lives of our officers and
their family members by posting our officers with their families to look after
and take care of each other with relaxed mind.
7. In view of the above, it is requested
that the regular/full fledged AGT may kindly not be exercised this year. However,
all cases of requests for transfer may kindly be considered sympathetically and
the officers may kindly be accommodated accordingly. All grounds of the officers including illness of self,
ailing parents/spouse, no other male family member in the house, working spouse,
deaf & dumb ward, serious illness to any family member, co-morbidities, near
retirement etc. may kindly be considered sympathetically in this time of alarming pace
of community spread of the pandemic outburst. The field
formations under the CBIC may also kindly be directed accordingly not to follow
the regular/full fledged AGT.
