Kindly
refer to the earlier communications of the Association including Ref. No. 39/AIB/D/20 Dt. 24.02.20 and 22/AIB/DPC/20 Dt. 29.01.20
regarding the subject matter.
2. It is submitted with due regards that now petitions in both cases namely A.
K. Dixit and Himanshu Verma have already been filed in the
respective High Courts by the CBIC. It is also worth to submit that the
repeated legal stays/verdicts have already delayed the DPC terribly and the
officers are forced to retire without promotion despite of thousands of posts
being vacant. Due to the delayed process, even the extended panel is unable to
give the due benefit to our officers as
the officers figuring in the extended panel also retire before the holding of
the DPC.

It is also worth to mention that 2118 temporary posts of Asstt. Commissioner
would be abolished on 18.12.21. Non-serious attitude of the CBIC on the issue is very well
evident from the following figures showing tremendous delay in every DPC -

In view of the above, it is requested that the DPC for
the post of Asstt. Commissioner may kindly be convened without further delay.
It may now can be conducted and promotion orders issued with subject to final
verdicts of the legal petitions. This will also result into promotion of Inspectors to the post of Superintendent, promotion of Ministerial Officers to the post of Inspector and so on.
