Kindly refer
to the meeting held on 10.06.20 through
video conference under your kind Chair.
2. It is to submit with due regards
that the consent letter as asked by your goodself for the DPC for the post of
Asstt. Commissioner has already been sent by the Association vide its Ref. No. 96/AIB/D/20 Dt. 11.06.20.
3. It is further to submit that the Association also raised
the following points in relation of promotional avenues and removal of regional
disparities of our officers during the meeting of 10.06.20-
A.
Implementation of already approved in-situ promotion scheme- An in-situ promotion scheme was
approved by the Board in 2011 to promote 10 years Inspector as Superintendent,
20 years combined length officer as Asstt. Commissioner and 25 years combined
length officers as Deputy Commissioner after joining as Inspector but the same
remains still unimplemented despite of the repeated requests of the Association.
It is requested to kindly implement this scheme immediately as it would not
only promote our officers to higher posts on in-situ basis but would also
remove the regional disparities in their promotions as an instant measure. It
may kindly be implemented as an instant measure independent of separate service
proposed for our officers in the ensuing cadre restructuring.
B. Parity with State GST officers- The parity in designation and
scales with State GST officers is immediately needed due to insultsome and
degraded public treatment being faced by our officers. In State Governments,
the posts under GST have already been upgraded/redesignated. It is requested to
kindly upgrade/redesignte our Superintendents as Asstt. Commissioner and their
pay scale may also be enhanced to bring them at par with the counterparts of
State GST to save them from the humiliation and insult being faced in public
because public as well as State GST counterparts treat them as inferior to
State GST counterparts due to difference in designation. Accordingly, the post
of Asstt. Commissioner, Deputy Commissioner, Joint Commissioner and Additional
Commissioner may also kindly be upgraded/redesignated as Deputy Commissioner, Joint
Commissioner, Additional Commissioner and Special Commissioner respectively on
the lines of State GST to bring parity with State GST counterparts. This issue
was also raised by the Association during the meeting on cadre restructuring
and it was also duly agreed by the administration. But very unfortunately, it
is missing in the cadre restructuring proposal despite of the fact that we were
communicated that this disparity would be rectified during the ensuing cadre
restructuring.
C.
Promotion of 4 years ad-hoc Asstt. Commissioner as Deputy Commissioner- In the past, all ad-hoc Asstt.
Commissioners were promoted as Deputy Commissioner on completion of four years
of service based on the court verdicts and the conscious decision taken by the
Board. All court verdicts were accepted by the Board, based on which all ad-hoc
Asstt. Commissioners were started to be promoted regularly as Deputy Commissioner
on completion of four years of service as per the decision taken by the CBIC. These
court verdicts include the order given by the Hon’ble Supreme Court directing
to promote all ad-hoc, temporary and regular Asstt. Commissioners with four
years of service as Deputy Commissioner. The decision to promote four years ad-hoc
Asstt. Commissioners as Deputy Commissioner was duly accepted and recorded by
the Board in its meeting. It is, therefore, requested to kindly promote all
ad-hoc Asstt. Commissioners to the post of Deputy Commissioners who have
already completed four years of service based on their vacancy year.
4. The Association is very hopeful that
the above submissions will get due and kind consideration from your goodself
alongwith convening of DPC for the post of Asstt. Commissioner and promotion
orders issued at the earliest within the month of June itself.
