Sub: Preventive measures to be taken to contain the spread of Novel Coronavirus (COVID-19) – Attendance regarding.

Sir,

Your kind attention is invited to the DOPT OM Dt. 18.05.20 issued vide F.No. 11013/9/2014-Estt.A.III. It was ordered vide the said OM to implement the roster for the officers below the level of Deputy Secretary (our Joint Commissioner) to ensure that 50 percent of the officers and staff attend office on every alternate day. It was also ordered to ensure strict compliance of the said OM till further orders. Not only it, it was also asked to work from home as far as possible. But unfortunately, the said OM is not being followed at some places in the field formations.

2. No need to submit that the corona pandemic and its fatality is on regular increase and yet to attain the peak. Every person is living under its fatal threat. Officers of every department have become its prey and many of them have also unfortunately died of it. Our department is also not exception to this. It is also a bitter truth that our officers including Superintendents and promotee Group A officers are devoid of prescribed office space and closed chambers posing them to the open threat of COVID-19. By this, any unfortunate event may occur anytime and we will not be able to do anything.

3. ​In view of the above, it is requested to kindly direct the field formations to comply the said OM strictly to implement the alternate day roster in true spirit for the safety and security of our officers and their families from COVID-19. It is also requested to ask the report from the field formations whether the said OM is being complied strictly or not.

Sub: Suicide by one of our officers.

Sir,

            Kindly refer to one of the blogs posted by Sh. Manimohan (copy enclosed) on 08.08.20 regarding the unfortunate and sad suicide by one of our Superintendents in Chennai.

            2. It has been mentioned by Sh. Manimohan about our officer who committed suicide, “His wife is an ITO at Chennai and expecting a promotion as AC any time. He is known as a very positive person, with a lot of energy, regular in his walking and cycling, enthusiastic in work and an ever smiling person.

Some of his friends say that he used to regret having come to Central Excise from Central Secretariat where he could have got quicker promotions.

            3. It is being speculated and guessed by the blog of Sh. Manimohan that our officer was forced to commit suicide due to lack of promotions in CBIC. If so, we shall have to take some sensitive and concrete steps not only to ascertain the reason behind his suicide but also to improve career prospects of our officers to grant them parity with the counterparts of Income Tax, CSS etc. 

            4. In view of the above, it is requested to kindly ascertain the reason behind the unfortunate and sad suicide by our officer and take corrective & remedial measures accordingly
