A meeting was held with the Hon'ble Finance Minister today on 16.11.20. She was pleased to give us sufficient time and listen us patiently. The following issues were raised by us in the meeting-
A. DPC for the
post of Asstt. Commissioner: No
DPC held after May, 18 despite of thousands of vacancies being in hand.
B. Transfer orders of the promotee Asstt./Deputy
Commissioners: Transfer/posting
policy not followed by CBIC.
C.
Implementation of the legal verdicts: Legal
verdicts in service matters are not being implemented in CBIC despite of being
settled by the Hon’ble courts.
D. Upgradation/redesignation under
GST like State Governments: Posts have already been upgraded/redesignated by one step in
State GST.
E. Bringing of Flexible Complementary/Dynamic Assured
Career Progression Scheme to remove stagnation of our officers: Schemes already operative in the Department
of Science as well as Health to remove the stagnation of the employees.
F. Implementation of in-situ promotion scheme as approved in CBIC Board meeting of 18.02.11: Scheme has not been implemented by the CBIC despite of being finalized more than 9½ years ago despite of repeated requests of the Association.
G. Cadre Restructuring proposal: The proposal of CBIC is yet to reach DOPT and is far behind the prescribed schedule.
Detailed submissions were made to the Hon'ble Minister on every issue. Concerned CBIC authorities were also present in the meeting. The Hon'ble Finance Minister was pleased to make due queries on the issues with us as well as the CBIC authorities. If these issues are resolved, it will benefit the cadre a lot. All of our executive officers including Inspectors, Superintendents and promotee Group A officers will be benefitted by it. Benefit of the Cadre Restructuring will also go to Ministerial Officers and all Group C officers too. Cascading benefit of the DPC will also go to our Inspectors, Ministerial officers and concerned Group C officers.
