following the transfer/posting policy and unfair treatment in transfers to the promotee
Asstt. Commissioners/Deputy Commissioners.
Sir,
Kindly refer to the earlier communications of the
Association regarding transfer/posting of the promotee Asstt./Deputy Commissioners.
2. Inviting your kind attention to the Office Order No.
120/2020 dated 28.10.2020 and 123/2020 dated 02.11.2020 transferring the
Assistant Commissioners and the Deputy Commissioners. It is submitted with due
regards that ten and seventy four Asstt. Commissioners/Deputy Commissioners have
respectively been transferred vide above mentioned orders. Out of these, around only
fifteen Asstt. Commissioners/Deputy Commissioners belonging
to the promotee category have been transferred. Other all belong
to the direct recruit IRS category.

It is further submitted that our member officers
(Superintendents as well as promotee Group A officers) are working
hard with all their energy and zeal to contribute
for Nation and augment resources through maximizing the
revenue in the continued
pandemic of COVID-19. After much awaited time, the aforesaid
orders transferring the Assistant Commissioners/Deputy
Commissioners have been issued totally disappointing and demoralizing
them.

The majority of the promotee officers of the rank of
Assistant Commissioner/Deputy Commissioner have already
attained the age of 57 years or more. Majority
of them are also suffering from old age
related chronic diseases/health
problems. They are forced to
stay away of their families
to discharge their official duties in this un-precedent pandemic time. All of
them are susceptible to COVID-19
on account of old age and suffering from comorbidities. They
are also facing a lot of problems due to the
prevailing situation particularly to cope up with health
while staying away from their families. No
family member is available to them for their care in the case of
emergencies. On being asked by the CBIC, these officers submitted
their representations under great hopes but very unfortunately, their
representations have been given
no cognizance/consideration,

It is also very unfortunate that the transfer policy framed by
the CBIC itself is not being followed to post at
least those officers to their requested places who have already attained the
age of 57 or more years despite of the repeated assurance given to the
Association by the CBIC. Not only it,
the compassionate grounds of the officers have also not been paid any heed
again despite of the assurance given to the Association to consider all of such
grounds.

Only Direct Recruited Assistant/Deputy
Commissioners have been mainly adjusted in the aforesaid Office Orders,
who are healthy and energetic being young. Being
quite young, they also have no age related health
issues and can render their services anywhere. But
very unfortunately, their adjustment has been made on the cost of the promotee
officers. Thus, gross injustice has been done to the promotee Asstt./Deputy
Commissioners. No heed has been paid at all to their agony and family circumstances.
They have been given a raw deal without any humanitarian approach and natural
justice. General impression is that they have been thrown to die in pandemic.

In view of above, it is
requested to kindly:
(i) Look into the matter personally to consider the
representations of the promotee Assistant Commissioners and Deputy
Commissioners,
(ii) Review the aforesaid orders considering the
present situation of unprecedented pandemic with the request to adjust the promtee
Asstt./Deputy
Commissioners to the requested places as the vacancies are
already existing at every place as on date.
