Appeal for funds

 *A Humble Appeal *

Namaste friends. 

As we and you all know, 950+ officers have become now Asstt. Commissioner on account of the efforts made by the Association against all odds. A particular group was totally against these promotions and they were making every effort to stop the DPC and were hell bent not to happen the promotions.

Despite of all hindrances and resistances, we never looked back nor bowed down. This Gift of promotion to around one thousand officers is befitting reply to them who made all out efforts not to happen the promotions.

Congratulations and compliments to all officers who were eagerly waiting since long to be promoted and become Asstt. Commissioners now. And great thanks to our Hon'ble Finance Minister, as a result of meeting with whom these promotions happened. Also great thanks to our Chairman, Member (P&V), DG of HRD, Commissioner (Coordination) and whole team toiling hard for DPC to happen.

Be informed that we are already in the court on various issues in the interest of the cadre. In the process of DPC also, we had to file an IA in the Hon'ble Supreme Court. A great amount on account of litigations and court matters is required to be spent.

In the run up of these, I *APPEAL* to all officers promoted recently to the post of Asstt. Commissioner to kindly generously contribute for legal fight, if deem fit [may begin with Rs 10 K or more as per will and capacity]-

STATUS OF LEGAL CASES

A. In Delhi CAT:

1. Arrears of pay at par with NCB Supdts w.e.f. 01.01.96- On final hearing.

2. In rem implementation of Subramaniam issue- On final hearing.

3. In rem implementation of Balakrishnan/Chndrasekaran verdict relating to MACP- Already won by us. CONTEMPT already filed in which notice issued.

4. Implementation of junior senior clause- on final hearing.

B. Allahabad CAT:

1. Pay parity with Chief Enforcement Officer as recommended by VIth CPC under para 7.15.24- Our rejoinder filed.

2. Promotion of our Supdt to DC instead of AC- Our rejoinder filed.

3. Upgradation of posts & scale under GST at par with state officers- Our rejoinder filed.

4. Uniform pay fixation formula i.e. multiplification factor of 2.67- Our rejoinder filed.

5. Implementation of in situ promotion scheme to grant promotion as AC & DC after 20 & 25 years of service from date of approval of this scheme w.e.f. 2011- Our rejoinder filed.

6. Arrears of pay w.e.f. 01.01.86 based on Jabalpur CAT order- Our rejoinder filed.

7. Promotion of ad hoc AC to DC on completion of 4 years of service- Our rejoinder filed but we have to file another rejoinder based on correctly numbered counter of govt as their counter was numbered wrongly.

8. Contempt in Subramaniam verdict- Our rejoinder filed.

9. Removal of stagnation independent of cadre restructuring as approved by Cabinet- Govt counter awaited.

10. NFU to grant financial parity with CSS (This case is in name of individuals)- Govt counter awaited.

C. Writ in Delhi High Court:

1. Time scale to our officers in PB3 instead of PB2 after 4 years of service- Our rejoinder filed.

2. NFU seeking financial parity with CSS counterparts- Our rejoinder to b filed.

D. Cuttack High Court:

1. Writ seeking pay scale of DSP of CBI for our Supdts- Admission stage.

2. Arrears of pay at par with CBI Insprs- Admission stage.

E. Pay arrears writ in Jabalpur High Court- Rejoinder filed.

F. We also have to challenge overall MACP Scheme as result of observation made by Supreme Court in one case of grant of MACP upgradation in promotional hierarchy. Case being prepared seeking GP of 6600 & 7600.

All other officers/members are also requested to please donate maximum possible funds for legal fight.
