Sub: All India Seniority List of Central Excise/CGST Superintendents beyond 2006.

Sir,

            Kindly refer to your letter D.O.No.47/CH(IC)/2020 Dt. 24.12.20. Under para 2 of the letter, your goodself was pleased to mention that vacancies still remain to be filled for which we need a new seniority list about promotion from Group B to A, i.e., promotion to the post of Asstt. Commissioner.

            2. It is to submit with due regards that thus, around two hundred officers couldn’t be promoted for the want of the seniority list in the last promotion order without any fault on their part. Due to this, many of them will retire without promotion despite of being due for promotion and vacancies being in hand.

            3. It is further to submit that the existing seniority list is yet to be exhausted and the promotions are to be affected only on ad-hoc basis. Therefore, it seems that the remaining vacancies for the year 2019 may also be filled-up on the basis of the existing seniority list by promoting the officers on ad-hoc basis as an instant measure and the seniority list beyond 2006 may also be published at an early date to enable the CBIC to conduct DPCs for the years 2020 and 2021 as the same are already overdue, otherwise our officers will keep retiring every month without promotion without any fault on their part.

            4. It is also to submit that the names of some officers who have unfortunately been expired or retired or taken VRS have also been shown in the list of promotion. As per DOPT guidelines, no doubt that such cases were to be considered in the DPC but side by side, the promotion orders of equal number of working officers were also to be issued by using the extended panel.

            5. In view of the above, it is requested that-

            i) The All India Seniority List of Central Excise/CGST Superintendents beyond 2006 may kindly be issued at the earliest, so that no officer retires without promotion for the want of seniority list.

            ii) Remaining vacancies relating to the year 2019 may kindly be filled immediately granting ad-hoc promotions on the basis of the existing seniority list as the same is yet to be exhausted.

            iii) Promotion orders of the serving officers may also kindly be issued in lieu of the officers who have unfortunately been expired or retired or taken VRS as per the DOPT guidelines by using extended panel.
