Sub: Threat of withdrawal from
CGHS empanelment by HCOs.

Sir,
As you are aware that the CGHS beneficiaries are facing
lot of difficulties in availing timely treatment because of the present threat of withdrawal from the CGHS empanelment
by the HCOs in the country. Private Empanelled hospitals of CGHS are reluctant to extend cashless
treatment facility to the beneficiaries. You may be also aware that there are two mains reasons for compelling the
HCOs (empaneled hospitals) to stop extending credit facilities to CGHS
beneficiaries and also proposing to opt out of CGHS empanelment.
2. Reason No 1 as
told by them is that the present CGHS package rates for
different procedures and
treatment are very much low and unaffordable for them to continue extending
credit facilities to CGHS beneficiaries for obvious reasons. These packages
rates were finalised and fixed by CGHS authorities during the year 2014. No
initiative/action appear to have been taken by the MoHFW/CGHS Directorate till date on the appeals to revise the existing CGHS package rates suitably at par with
the present metro rates in order to make it attractive
so that the HCOs (empaneled hospitals) do not opt out of the scheme. Reason No 2 as told by them is the abnormal delay in clearing the bills of
HCOs (empaneled hospitals) for payment by
CGHS authorities.
3. It is submitted with due regards that the most of the pensioners have paid Rs. 78,000/- or more and working employees are paying monthly subscription
for membership fees in addition to foregoing/losing monthly medical allowance (FMA). The failure to protect the genuine problems of the beneficiaries, working as well as pensioners, to provide
proper health care/treatment under CGHS after having paid considerable
amount is really a matter of concern.
4. Another distressing factor is that many
of the HCOs are collecting extra charges for CGHS references and procedures after switching over to the new NHA IT platform. Many are
charging for RT PCR which is now required for all OP/IP cases even though CGHS
rates are available. In addition, a lot of unwanted queries are being raised particularly for the
consultation fees due to change over to the new billing
process to NHA IT platform. CGHS patients are also
treated as secondary citizens as if they are coming for charity. In case, they ask the HCOs as to why they are being
treated like this; the prompt answer from them is that "CGHS rates are
very low and therefore they are not prepared to entertain them". More so, the beneficiaries are very much
reluctant to give written complaints against HCOs fearing that they may get bad
response from these hospitals. HCOs are least bothered for the warnings issued by ADs, CGHS.
5. Summing up, this Association will like to reiterate that de-empanelling
HCOs is not a solution. Such action will adversely affect the
beneficiaries. Therefore, the immediate and imminent solution available with CGHS authorities
seems to
consider revision of CGHS rates on priority
basis in addition, to minimise the queries by NHA.
Therefore, as a last resort for saving the lives of the beneficiaries, it is humbly requested to kindly intervene in the matter personally and order for revision of
existing CGHS package rates for different procedures and treatment facilities including investigations etc.
6. It is also requested that the matter may kindly be considered with seriousness, entirety and right perspective with immediate effect.
