With due regards, the inordinate
delay in every DPC for the post of Asstt. Commissioner continuouslyfor more
than one decade is depicted as below-

2. It is further submitted as
clear from above that no DPC for the post of Asstt. Commissioner is being
convened timely due to whatever reason. Our officers are being retired every
month on regular basis (despite of thousands of posts being vacant) in the
diminishing hope that one day DPC would be convened. It is also worth to
mention that the existing officers working as Asstt. Commissioner are already
under tremendous pressure due to huge workload on account of looking after
multiple charges and are forced to tender VRS on regular basis every month
because the working strength of Asstt. Commissioners as on date is even less
than 50%.
3. Inviting your kind attention
to DOPT OM NO. 28036/8/87-ESTT (D) Dt. 30.03.88, it is also worth to submit
that the DPC can very well be convened for ad-hoc promotions even in case of
any court injunction or seniority dispute. It is also worth to mention that the
promotions are already affected on ad-hoc basis by CBIC.
4. In view of the above, it is requested that up-to-date
DPC may kindly be convened and promotion orders issued for the post of Asstt.
Commissioner at the earliest filling-up all the vacancies.
