Sub: Transfer/posting of promotee Asstt. Commissioners.

Madam,

            It is to submit with due regards that 1179 officers have been promoted to the post of Asstt. Commissioner recently vide Office Order No. 5/2023 of the CBIC which include 896 from Central Excise/CGST stream. Now, their transfer/posting is on the cards.

 

2. The following submissions may kindly be considered sympathetically in r/o their transfer/posting-

A. If vacancies exist at the parent station/zone, the officers may kindly not be transferred to another station/zone barring those who are willing to be posted out of station/zone. It is worth to submit that every zone now has sufficient number of vacancies of Asstt. Commissioner.

B. The officers promoted earlier and transferred to another station/zone and willing to come to parent zone may also kindly be brought to the requested station/zone.

C. If the officers are to be transferred to other station/zone for the want of the vacancies, they may kindly be transferred to the nearest station/zone and may kindly be brought back as soon as the vacancies occur at the parent place.

 

3. The reason behind the request to post the officers at parent places is that the Central Excise officers have been promoted at fag end. These old aged officers are prone to various old age diseases and having regular treatment at the parent place. All of them are also engaged to fulfill their family obligations like settlement of career issues of young wards, settlement of marriage of their wards particularly daughters, care of super-old and ailing parents being under medical supervision at the parent place etc. If they are transferred at this stage, neither they shall be able to fulfill their family obligations nor be able to transfer whole family to new place or have double establishments, i.e., one at the old place and another at the new place, due to the financial constraints. Under such agony, the possibility of not giving their hundred percent to their official duties may also not be ruled out.

 

4. No need to submit also that these officers get promotion at the fag end of the career without benefit of even a single rupee because of already getting the pay scale of Asstt. Commissioner on account of MACP. They are not in the position to get their family transferred to the new place due to their prevailing circumstances. This will put them under unwarranted and unbearable financial burden.

 

 

 

5. In view of the above, it is requested that the officers may kindly not be transferred to outstations except the willing ones. The willing officers already transferred to outstations may also kindly be brought back to their requested places.
