Sub: Minutes of OCM held on 20.09.23 under the Chair of Member (Admin) of CBIC.

Sir,

            Kindly refer to the minutes issued vide F.No.B-12017/19/2022-AD.IV A Dt.26.10.23 of CBIC (copy enclosed) for official council meeting (OCM) held on 20.09.23.

            2. It is submitted with due regards that the meeting was held under Employee Grievance Redressal Mechanism to redress the grievances of the employees but unfortunately no grievance was redressed in the meeting as also evident from the minutes.

3. No decision has been taken and mentioned in the minutes against any of the points. Only the points submitted by the associations/federations have been narrated instead of taking any decision or action to be taken. Not only it, the name of this association (AIACTGEO) has not been mentioned correctly in the narration, only Superintendents Association has been mentioned. A few points raised by this association are also missing in the minutes or misplaced with the name of other association.

4. Not taking/mentioning of the decisions against the points is of no use. Such meetings without mention of the decision against the points or without redressal of the grievances are proved merely a futile and time wasting exercise not only for administration but also for the employees. At least, the minutes should have been circulated to the concerned sections and field formations directing them to take necessary action on the points/grievances.

5. It is also required to have a separate meeting under Employee Grievance Redressal Mechanism with this association as all points submitted by it have not been taken into consideration and no decision taken on any of the points except the narration.

6. In view of the above, it is very much requested to kindly-

(A) Grant a separate minuted meeting to this association under Employee Grievance Redressal Mechanism by taking all points into consideration or asking the points afresh.

(B) To circulate the minutes Dt. 26.10.23 to all concerned sections and field formations with the directions to take the necessary action on the points submitted by the associations.
