Constitution of committee for studying & proposing on various aspects of
Cadre Restructuring proposal of CBIC-reg.
Sir,
Kindly refer to
the letter HRM-I/Pol/CRR/1/1/2021-Pol/RR-O/OADG-HRM-I-DGHRD-Delhi Dt. 09.11.23
of HRD, CBIC on the above subject. The
Association was of firm belief that it would be invited for the due
deliberations on the subject matter but unfortunately the same didn’t happen
due to the reasons known to the concerned authorities only.
2. It is further
submitted with due regards that it is very unfortunate to dump the earlier cadre
restructuring proposal started five years ago in which a separate Indian
Revenue Service consisting posts upto the level of Commissioner was proposed
for the officers joining as Inspector, direct recruit or promotee. As evident
from the above referred letter, the concerned authorities now seem to have the
mindset and firm determination that the lower officers shouldn’t enter Group
‘A’. The authorities want to retire them at the lower levels only without
providing them any future prospects.
They also seem of the mindset that the earlier authorities, who were
instrumental to prepare the earlier proposal, didn’t apply their mind or were
not having mind et al. Such things to suppress and discriminate the lower
cadres can happen in CBIC only.
3. The Association overwhelmingly opposes and condemns the idea to stop direct
recruitment at Pay Level-7 and shift it to Pay Level-4. Such thing exists in no
other department or ministry of Govt. of India. Rather Inspector level officers
recruited in Pay Level-7, analogous counterparts of our Inspectors, are
promoted directly to Group ‘A’ posts in IB, CBI etc. as DCIO, DSP etc. having
no direct recruitment in Group ‘A’ service. Likewise, the Hindi Translators
recruited in Pay Level-7 are directly promoted to the Group ‘A’ post of Asstt.
Director (including in our CBIC). It is clear mockery to whole system and
Indian youths aspiring in crores to be recruited at Inspector level in CBIC at
Pay Level-7 to stop direct recruitment at Pay Level-7 in CBIC. Better option
is to stop direct recruitment et al in Indian Revenue Service in CBIC and fill
up the vacancies from the lower cadres to provide well experienced and expert
hands to the service instead of direct recruited raw hands at Pay Level-10. This
is already prevalent in many developed countries.
4. It is really
unfortunate that the concerned authorities are adopting such discriminatory and
suppressing tactics to force the lower cadres not to enter Group ‘A’ instead of
bringing measures to mitigate the
stagnation of Group ‘B’ executive officers independent of cadre restructuring
also as recommended by the Cabinet in 2013. It seems that our CBIC has more
powerful authorities even than the Cabinet who are pleased to ignore even the
recommendations of the Cabinet of India.
5. In view of
above, it is requested to kindly-
(i) Not degrade
the post of Inspector in CBIC as such degradation exists in no other
department/ministry/organization of the Govt. of India.
(ii) Stop direct
recruitment in IRS in CBIC to provide experienced and expert hands to the
service from lower cadres.
(iii) Revive the
earlier cadre restructuring proposal started five years ago.
(iv) Bring the scheme
to mitigate stagnation of Group ‘B’ executive officers from the date of its
recommendations in the year 2013 by the Cabinet.
(v) Invite the
Association for due deliberations on the matter.
